The organisation
CITB is the Construction Industry Training Board, and a partner in the Sector Skills Council, for the construction industry in England, Scotland and Wales. Representing every part of our industry, we shape how training is delivered and funded to meet construction’s evolving needs.

The role
CITB is currently looking for two technical developers with experience in construction HS&E to join our professional, dynamic and forward-thinking development team.
CITB’s Product Development team is responsible for many of CITB’s key products, and for ensuring that these are aligned with industry needs, have maximum impact and are developing alongside the industry and its evolving technologies. Products include the suite of Site Safety Plus (SSP) courses, examinations and accompanying publications, as well as our series of HS&E tests aimed at all levels from operatives to senior managers and professionals, which support them with the skills and knowledge needed to progress.
As a subject matter expert in construction HS&E principles and practices, you will be responsible for decision making in your specific area of expertise, working in collaboration with a project team. You will have significant impact on the strategy and development of CITB products, both within Product Development and the wider business, and you will be responsible for maintaining and developing content, ensuring that it is technically and legislatively accurate.
The ideal candidates must also have highly developed writing skills relating to educational products, as a large part of the role will include writing questions for examinations, updating and writing publications, and producing eLearning scripts across different writing styles. These roles would be suitable for individuals with experience in delivering construction-related training, who have developed and delivered construction-led curriculums in further education and have held HS&E roles at a management or advisory level on construction projects.
You will hold an essential and pivotal position in supporting the UK construction industry, not only in developing CITB’s educational products, but by being a key voice in providing subject matter support to the wider business. Your work will help CITB to continually educate and inform the industry by raising awareness of HS&E standards, to ensure that HS&E is seen as a business priority.
You will make an impact as part of our small team of developers. Projects vary, and you will lead on large projects lasting for months through to small tasks such as peer reviewing, image sourcing and responding to industry challenges. It’s a fast-paced environment, and you will deal with a wide variety of topics and queries.
You will collaborate with others to create innovative and high-quality products and will work alongside a team of technical developers with various specialities, as well as co-ordinate and manage both internal and external stakeholders, supported by a dedicated project team.
Key activities
You will:
- Apply your HS&E subject matter expertise to supporting the re-development of our products and content, spanning the SSP suite of courses, HS&E testing products, publications and all supporting educational documentation.
- Review current product materials and carry out in-depth HS&E content research to ensure alignment with current legislation/guidance, industry challenges and focus areas - including (but not limited to): reviewing and rewriting publications; creating support material such as schemes of work; developing eLearning content; writing exam questions; and providing technical responses to queries.
- Translate technical material into high-quality written content, applying plain English principles to ensure that our products are accessible and relevant to diverse sector audiences.
- Perpetually develop and conduct ongoing maintenance of product content, to ensure that it remains up to date.
- Deliver work packages as part of a collaborative project team, meeting agreed deadlines and being responsible for decision making.
- Attend, facilitate and provide input into external stakeholder, industry and federation meetings as an HS&E representative of CITB.
- Be accountable for your own continuous professional development, to ensure that you remain a current subject matter expert.
- Provide accurate support and guidance to the wider organisation about any images or other assets, checking that they represent safe working practices and comply with legislation and best practice.
- Undertake robust reviews of any external complaints or challenges relating to HS&E content for any CITB product, and respond with factual, evidence-based information.
- Develop and maintain effective engagement and working relationships with the team, others in CITB and associated groups and bodies.
- Demonstrate positive collaboration and behaviours while working closely and effectively with others.
About you
Key attributes:
- An extensive knowledge of and experience working in construction environments/sites, specifically in HS&E, in which you may have a specific skillset for one of the three elements.
- Knowledge of specialist areas, such as temporary works, demolition, asbestos management or tunnelling, would be an advantage.
- Competence and the expertise to create and update content across a variety of products, including courses, assessments, publications and digital products.
- As a minimum, the NEBOSH Health and Safety Management for Construction (UK) or NEBOSH Environmental Certificate (or equivalent).
- Membership of IOSH (or equivalent), and a further education qualification such as a Certificate in Education/Post Graduate Certificate in Education, would also be desirable.
- A self-starter with excellent organisational and time-management skills, along with highly developed and confident writing and presenting skills.
- The ability to translate technical material into product content for a range of audiences, and the understanding that assessment, education and training fundamentals are essential.
- A commitment and motivation to maintaining your own up-to-date knowledge of legislation and current HS&E industry developments and innovations. CITB will also support you in your on-going learning and development.
- Confident and influential communication skills with all levels both internally and externally, and stakeholder management attributes such as resilience, influence and professionalism.
- Self-discipline and the motivation to work from home independently and productively.
