MAJOR FUNCTIONS
This position is under the general leadership and guidance of the Director of Public Works. This is an entry level position responsible for the inspection and administration of the City of Panama City’s Fats, Oils and Greases (F.O.G.) Program, Cross Connection Control (C3) Program, Cut and Cap (C&C) Program, Illicit Discharge Program and Stormwater (NPDES and Phase II MS4) Program. The Environmental Compliance Inspector engages with citizens and business owners in their daily duties and must represent the City in a professional and courteous manner while educating and achieving compliance with various regulations, ordinances and policies.
This position is designated as emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, severe thunderstorm, flash flooding, etc.) or other conditions (natural or manmade).
ESSENTIAL DUTIES

- Maintaining the records for the programs, performing backflow, Grease Interceptor Cut & Cap inspections and NPDES Inspections on commercial and residential facilities.
- Inspects plumbing and drain systems to discover violations for all programs.
- Informs building/facility owners of the specific compliance violations.
- Ensures all required remediation devices are installed and inspected.
- Tracks annual testing/inspecting of each device, informs customers of testing/inspecting requirements, and manages delinquent compliance.
- Prepares reports citing the deficiencies found on inspections performed.
- Administrative functions both within traditional office setting and field environment.
- Conducting and documenting stormwater inspections including citing construction sites that are out of compliance with NPDES standard.
- Perform accurate and complete data entry for Cross Connection Control Program.
- Coordinates with internal and external resources for the execution environmental compliance duties to ensure accuracy and completeness.
- Communicates in an efficient, prompt, team focused and courteous manner with all internal and external customers including regulatory bodies and public entities.
- Maintains records and documents in accordance with required records retention laws and general practice guidelines.
- Prepare and present reports as needed to varying sized groups of stakeholders.
- Assists in preparation of reports for internal and external customers and agencies including regulatory bodies.
- Perform other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Ability to learn and apply the Florida Administrative Code for each of the programs.
- Ability to plan, organize and keep accurate records.
- Ability to learn and apply the methods, materials, rules, ordinances and requirements of all the programs.
- Ability to effectively, cooperatively and professionally communicate both orally and writing to the general public, team members, leaders and other departments.
- Ability to use data tracking software.
- Ability to study and successfully complete various levels of certification as it relates to job specific skills in an independent and timely manner.
- Ability to work in a team focused environment as well as independently in a self-motivated and reliable manner.
- Strong customer service skills and ability to discuss issues and situations in a professional and cooperative manner to gain voluntary compliance and educate the citizen/business.
- Basic administrative skills are necessary including basic office practices and usage of basic office equipment.
- Strong skills and knowledge of Microsoft Office products including Word, Excel, Power Point and Outlook.
- Ability to use Adobe and other similar programs.
- Ability to work with minimum supervision independently and as a team member.
- Strong organizational skills and ability to manage multiple deadlines.
- Ability and desire to learn third party software independently.
- Strong professional writing skills are exhibiting use of standard business English and professional business appropriate vocabulary and documentation.
- Strong skills in both oral and written communicating with diverse groups representing various needs and priorities in an effective, cooperative, professional and customer focused manner.
MINIMUM QUALIFICATIONS
- Graduation from high school or possession of an acceptable equivalent diploma.
- Associate's / Bachelor's degree with focus on the Environmental Sciences, Chemistry or Biology is preferred.
- Current certification or ability to successfully obtain certification in Cross Connection Control Tester Training, Stormwater Certification, HAZWOPER, FOG I Inspector Training and FOG II Inspector Training within first year.
- Valid driver’s license.

- Frequently - Lift/Carry: 15-25 lbs., Push/Pull: 12-25 lbs., Bend, Twist/Turn, Stand, Walk, Sit, Drive.
- Constantly – Lift/Carry: Less than 15 lbs., Push/Pull: Less than 15 lbs., Type/Keyboard, Handling/Fine Motor Skills.
Risk/Safety Conditions:
- This position requires moderate exposure or risk to physical health and/or physical safety (i.e. exposure to environmentally hazardous material, heavy equipment).
- This position may require the use of Personal Protective Equipment (PPE).
