This position and office will be based in Flandreau, South Dakota
POSITION SUMMARY:
Under the direction of Indigenized Energy, the purpose of this position is to plan and manage the participation of the Flandreau Santee Sioux tribe (FSST) in the EPA solar for all program, a 5-year initiative that will deploy solar, energy storage, energy saving, and electrification measures in 199 homes across our community.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Lead the management and coordination of the Solar for All program across the applicable programs including but not limited to Housing utilities, Community and Economic Development, and Emergency Management.
Provide periodic updates to Indigenized Energy - FSST leadership including plans, budgets, progress and when necessary, secure formal approval of related policies, program agreements, and contracts by resolution.
Develop a plan that will include the deployment of solar + storage, energy efficiency, and electrification measures in single family homes, multi-family housing, elder care, and apartments.
Develop work scopes, contracts, invoicing, and payments to the tribe as a subcontractor, and to construction contractors and consultants.
Develop plans and secure services for securing revenue from energy savings via program fees, power purchase agreements, or other means to cover the costs of the long term operation and maintenance of deployed technologies.
Research and assist in the development of applications to secure federal and private funding sources to leverage the program funding.
Support the development of education and training programs that advance overall energy literacy and technical skills as the tribal members can secure well-paying jobs in energy and energy efficiency fields.
Conduct periodic on-site visits to approved projects to ensure adherence to program policies, monitor all solar infrastructure activities, and review of contracts.
Work with team members of Indigenized energy (technical support contractor) to develop plans, outreach activities, home assessments, work scopes, and quality control measures for implementation measures.
Supervise interns and identify and support training and development opportunities leading to the capabilities of the tribe to manage the solar program moving forward.
Properly prepare and submit all energy related required monthly, quarterly, semi-annual narratives and statistical reports in accordance with applicable laws, regulations and/or policies.

SPECIAL REQUIREMENTS:
Must submit a valid SD drivers license, reliable vehicle with state required minimum liability insurance Candidates selected for hire will be subject to a pre-employment drug screen and background check and will be contingent on results of said test.
Must have essential computer skills to include Microsoft Office Suite, G-Suite, and MS Project software.
Must be able to travel within the region and locally.
Must possess strong organizational skills and the ability to deal with people in a logical and diplomatic manner.
Must possess exemplary oral, written, and presentation skills.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in business, sustainability, planning or a closely related field preferred or an equivalent combination of education, training and project management experience.
If applicant has previously worked for the Tribe, the applicant must have a positive past work record.
Applicant must not have been terminated for cause from any position within the past (3) years.
