Position Summary:
This role will be dedicated to the Coastal Virginia Offshore based in Virginia, VA, The HSE Manager in Service shall assist the sales and project activities and maintain a lively role in modelling and mentoring of the offshore Service teams to deliver HSE excellence and a positive HSE culture throughout the project in close with the Customer, subcontractors and other relevant project stakeholders.
The one will be able to manage developing all Offshore Service project HSE processes, development of HSE competences within the Service team both on and offshore. A period of offshore upskilling could take place at various overseas wind farms within the SGRE Fleet.

Ensure implementation of improvement measures incl. transparency
·Safety leadership when onshore, on board the Service Operations Vessel (SOV), in the turbine and in the Wind Farm - ensuring correct reporting of incidents and accidents, near misses, and unsafe acts and conditions.
Ensuring compliance with SGRE standards and U.S. legislation in relation to EHS, Quality and Service delivery.
Ensure proper reporting and communication of any incidents, near misses, unsafe acts and unsafe conditions in a timely manner.
Relocation maybe provided for this role, should it be necessary.
Responsibilities:
Work in compliance with the activities and duties relating the HSE Manager in Service role as stated in the HSE Roles and Responsibilities booklet, the Offshore HSE Project Manual (INS 19966) and SGRE HSE Management System; with focus on maintaining management system and local legal compliance related to HSE matters.
Assist and advise the Site Management Team in defining and managing the implementation of the project specific HSE Plan in accordance with the HSE integrated Management system.
Overall managing IMS and Legal compliance in all HSE related matters within project scope. Prepare the project in readiness for execution and for internal and external Audit.
Planning: Identify HSE related rules, regulations, and contractual obligations applicable to the project. Periodically monitor changes to applicable legislation, industry guidelines and Siemens Gamesa management system requirements, and where relevant advice and assist project management team and stakeholders of changes.
Determine appropriate/required means for management of HSE aspects and compliance with rules & regulations and incorporate in overall project plan and budget.
Establish and communicate HSE targets and determine related KPIs for the project, and periodically assista in the preparation of the HSE section of the Project Monthly performance report.
Functional (day-to-day) managing HSE on and offshore
Participate and if required coordinate hazard identification and risk management processes during the project planning phase in accordance with our Setting to Work policy.
Review and comment on sub-contractors HSE documentation. Assist and participate in audit of sub-contractors and activities for preparation and follow up activities, and close out actions.
Implementation: Identify and inspect hazards and define corrective measures for their elimination. Prepare proposals for improving safety standards and observance thereof.
Define and issue project specific directives in collaboration with the Service Program Manager to the project team to ensure compliance with applicable HSE related rules & regulations and customer requirements.
Inform and assist the project and site management teams with the HSE Plan implementation requirements and maintain and monitor compliance and effectiveness of the HSE plan through the project’s lifecycle. and ensure delegation of HSE related to the site teams through regular communication, ensuring compliance of, and monitoring tasks.
Participate and assist the arrangements for cooperation, coordination, and communication on the project in alignment with the HSE Plan (with internal Project, and external project stakeholders). Interface to the Client and subcontractors’ HSE organizations and all other relevant project stakeholders
Drive and assist positive project stakeholder relationships.
Prepare in conjunction with the Project and Site Management Team the Project HSE Strategy utilizing the Project HSE Strategy Tool.
Work in partnership with the project team to identify any additional training requirements above and beyond the standard competency framework/matrix. Assist as required in the engagement of HSE training course providers for field operatives.
Assist HSE project discussions (workshops) as well as site safety walkdowns; monitor implementation of corrective action for identified deficiencies.
Participate in Accident / Incident investigation as required (Investigation Team Leader for all TapRoot investigations by default, unless otherwise nominated), and monitor the implementation of corrective action plans.
Provide HSE leadership, guidance and mentoring for the project team. Be a project role model for HSE by providing competent HSE advice and promoting oversee attitudes towards HSE
Positively influence attitudes of the workforce and subcontractors towards achieving HSE targets and developing a positive safety culture by adopting an open, honest, and transparent partnership approach.
Identify and deliver the implementation of project wide HSE objectives and campaigns to drive the Zero Harm Culture on project.
Monitoring and Reporting: Develop and facilitate the implementation of the emergency response plan / arrangements including coordination of the performance of drills and tests.
Preparation and issue of monthly HSE reports in alignment with the HSE Plan, the contract, and divisional targets. Report HSE status, HSE incidents and root-cause-examine to PM.
Plan conduct / participate in HSE related inspections, assessments, audits, reviews.
Participate in status meetings.
Review accident statistics to identify and examine trends to determine whether proactive improvement actions required.
Intervene and escalate to SPM and if necessary, to respective HSE organization matters where applicable HSE-related procedures are not complied with.
Contribute to the collation and submission of hand-over documentation.
Continuous improvement: Plan, initiate and coordinate continuous improvement actions for all phases of the project. Ensure good practice sharing and feedback of experience e.g., through continuous improvement workshops and project assessments.
Review and feedback on Wind Turbine design, tools, and relevant technical documentation relative to Siemens legal and contractual requirements, in collaboration with the service program manager
Ensure significant issues concerning operational health, safety, or the environment, and /or product safety are escalated to HSE management for global consideration.
Assist site management where appropriate to stop work as necessary in order to avoid an unsafe condition; (note: any person can stop work) following formal processes.
Required Knowledge/Skills, Education, and Experience:
Demonstrable working knowledge of operational EHS, domestic and international HSE legislation, and industry standards.
Demonstratable project management skills and basic awareness of project management techniques - level project practitioner (Siemens PM level 4 level or equivalent)
Understanding of Auditing techniques and methodology. Demonstratable experience/knowledge of undertaking basic audits is highly desired. Lead Auditor - external HSE related qualification e.g., ISO 14001 or OHSAS 45001.
Understanding and utilizing of resource management skills to coordinate HSE resources within and throughout the course of the project.
Understanding principles relating to efficient incident investigations and the identification of effective corrective and preventive actions
Demonstrable technical understanding of (Siemens) Wind Turbine technology relating to Offshore Market Unit (preferred but not essential)
Demonstrable knowledge of significant hazards relating to Offshore Wind Industry and how these may be mitigated (preferred but not essential)
IT literacy is essential with familiarity in using software such as Microsoft Word Office (Excel / PowerPoint, Word) and document storage system such as Workspace.
Considerable experience (minimum 3 years) with operational HSE and knowledge of domestic and international HSE legislation, and industry standards. Experience of construction and/or marine industries is desired though alternative (academic experience) would be considered.
Reasoning and analytic skills to assist problem solving.
Experience of measuring performance against set key performance indicators.
Experience of undertaking audits, assessments, and inspections
Experience of primary and assisting incident investigations at all levels
Proven history in coordinating and/or smaller operational teams.
Effective communication skills across all levels, from ground workers (blue collar) to senior management
Coaching, mentoring, and influencing key stakeholders.
Working within a global business / project comprising a multicultural workforce highly desirable.
Travel schedule, up to 25%.

Bachelor’s/Master’s degree in safety from an ABET accredited institution with a minimum of five.
(5) years of large project experience in a safety role as a titled safety professional.
A CSP designation with a minimum of five (5) years in a safety role as a titled safety
professional.
A CHST designation with a minimum of five (5) years in a safety role as a titled
safety professional.
A minimum of 5 years’ experience in a safety role as a titled safety professional with OSHA 500
certification.
