JOB SUMMARY: This position is located in Golden Gate National Recreation Area, in the Facilities Division. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately early Nov to mid-Oct, and you will be in a non-pay status for the remainder of the year. MAJOR DUTIES: Participates in design/review conferences with National Park Service historical architects, conservators, and archeologists, and A&E firms, to review aspects of design relating to project construction work. Suggests design changes and highlights problems/issues as needed to ensure designs meet construction goals. Meets with National Park staff receiving proposed construction project to discuss construction aspects, potential problems, and park needs. The incumbent serves as the Contracting Officer's Representative (COR) during design, communicating with the A&E about park conditions, needs and wants, and ensuring the design products delivered meet NPS requirements for all design phases included in the contract. Duties included the review of design drawings, construction specifications, and cost estimates within incumbent's area of expertise, and coordination with NPS reviewers covering other technical disciplines. Oversees the preparation/review of needed project documentation such as daily work logs, material submittals, project schedules, and other applicable documents. Incumbent determines that the contractors' operations comply with wage and hours and other applicable labor laws and regulations and approves contractor's construction schedules, submittals, and quality/safety control procedures. Conducts continuing analysis to ensure that the project is meeting target dates and within cost projections. Prepares and tracks cost reports resulting from contract modifications and change orders to track program deficiencies and initiate corrective action as needed. Ensures clear and concise communication is in place and ongoing collaboration between Host Park, contractor, project administrator and project inspectors. Responds to concerns voiced by all parties, resolves problems and conflicts to meet project goals, coordinating and implementing needed solutions and modification within acceptable funding and scope parameters.
