JOB SUMMARY: This position is located in Great Smoky Mountains National Park, in the Visitor & Resource Division. This is a MERIT PROMOTION announcement. MAJOR DUTIES: MAJOR DUTIES: This National Park Service (NPS) position is in the Division of Resource and Visitor Protection (RVP) at Great Smoky Mountains National Park (GRSM), and based in Gatlinburg, TN. The incumbent serves as the Emergency Manager for GRSM, reporting to the Deputy Chief Ranger. The Emergency Manager functions as the administrator of Search and Rescue (SAR), Preventative Search and Rescue (PSAR), Emergency Medical Services (EMS), and All-Risk Incident Management (including large scale law enforcement incidents) at Great Smoky Mountains National Park, including the Foothills Parkway. The Emergency Manager serves as the SAR and EMS Coordinator, and directs, coordinates, and ensures training for emergency SAR, EMS, and All Risk Incident Management response park wide. The Emergency Manager oversees the park's Critical Incident Stress Management (CISM) and Family Liaison (FLO) Team making sure the team meets regularly and are adequately trained. The Emergency Manager oversees the park's Everbridge notification system ensuring that system is being used to according to policy. Also serves as the Park's Aviation Manager ensuring all park aviation activities are conducted in compliance with applicable policies/directives and the park aviation management plan. The Emergency Manager supervises one permanent GS-0025-09 PSAR Park Ranger, six GS-0025-07 Park Rangers (PSAR) and six Seasonal GS-0025-05 Park Rangers (PSAR) dedicated to PSAR efforts. Indirectly supervises a volunteer cadre largely devoted to the PSAR program. The incumbent also supervises the operations of emergency medical technicians, park medics, and paramedics, search and rescue technicians, and general rangers engaged in an operational role within emergency services incidents. Coordinates with state, local and federal resources to ensure response readiness and mutual aid responses within the park for SAR, EMS, law enforcement and wildland fire. Prior law enforcement experience, as gained by substantial service in a primary law enforcement position in the Federal government, or equivalent experience outside the Federal government, is a mandatory prerequisite/selective factor of this position. Candidates without this prior law enforcement experience do not qualify for this position. The incumbent must be able to obtain and maintain a Type 1 Law Enforcement Commission and meet the physical and medical qualification requirements for a law enforcement ranger. The incumbent is required to wear a uniform, and the position requires a background investigation and is subject to drug testing. AREA/DUTY STATION INFORMATION: At 522,427 acres, GRSM is one of the largest parks in the eastern United States. The Park contains 384 miles of roads; 930 miles of backcountry trails; 104 designated backcountry campsites; over 300 miles of boundary; 66 species of mammals; 200 species of birds; 39 species of reptiles, 43 species of amphibians; 68 species of fish; 730 miles of fishable streams; 342 structures, 97 of them historic; 10 auto campgrounds; and 3 major developed areas with concession operations. The park is in the states of Tennessee and North Carolina and is surrounded by five counties and National Forest land. Duty station is near Gatlinburg, TN located within an hour drive of Knoxville.
