C40 is a network of nearly 100 mayors of the world’s leading cities, who are working to deliver the urgent action needed right now to confront the climate crisis, and create a future where everyone, everywhere can thrive. The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors, which is chaired by Mayor Sadiq Khan of London and Mayor Yvonne Aki-Sawyerr of Freetown. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, responsible for operational oversight. A regionally diverse management team, led by Executive Director Mark Watts, leads the day-to-day management of C40. C40’s three core strategic funders are Bloomberg Philanthropies, the Children’s Investment Fund Foundation and Realdania.
Our international staff work with the C40 network under the leadership of city governments to deliver this mission. Using a data-driven approach, our team identifies and promotes the exchange of proven programmes and policies developed by cities; provides world-class research, technical expertise and access to key partners to deliver new programmes and policies with cities; and communicates cities’ individual achievements and collective leadership.

Department Description
C40’s Climate Solutions and Networks (CSN) team oversees six program areas focused on priority climate action sectors and interventions: Energy and Buildings; Transportation; Urban Planning; Food and Waste; Air Quality; and Climate Resilience. Under these program areas, CSN operates 16 different networks that facilitate city-to-city best practice sharing on specific climate action areas, such as clean energy or zero emission vehicles. The networks help cities replicate, improve and accelerate climate action to meet the goals of the Paris Agreement.
These city-only working groups provide for honest knowledge and experience exchange, enabling cities to tap into the global expertise of their peers as well as connect with technical partners. Through networks, cities find opportunities to undertake joint projects in areas of mutual interest and benefit. C40 networks also amplify individual city solutions by providing a global platform for showcasing city success. The result is that cities' climate actions to reduce GHGs, air pollutants and climate risks are bolder, fairer, and more impactful than if they were to go it alone.
A number of these programs and networks also offer direct support to cities through technical assistance projects, training, tools, and resources, often in conjunction with other C40 teams and programs. The CSN team also supports cities to deliver on the mayoral commitments made through C40’s accelerators including, but not limited to, the Green & Healthy Streets Accelerator, the Net Zero Carbon Buildings Accelerator, and the Towards Zero Waste Accelerators. The C40 accelerators are statements of political leadership giving cities an opportunity to show leadership globally and locally.
Position Description
C40’s Zero Emission Transport Project Officer supports C40 cities to deliver impactful action on zero emission vehicles and promote other actions to transform cities’ transport systems to more equitable and sustainable systems.
The Project Officer will work closely with the Zero Emission Vehicles Senior Manager and the wider Zero Emission Vehicles and Areas team in delivering the work plan of a new $2 million USD programme to support EV charging roll out in North American and European cities. This programme will sit within the wider work for the Zero Emission Vehicles and Areas team, which also delivers the Zero Emission Vehicles Network, the Zero Emission Areas Programme and the Green and Healthy Streets Accelerator.
The Project Officer will support work to increase city ambition and build city capacity to accelerate the electric vehicle transition, taking into consideration the different ongoing C40 efforts to reduce the number of vehicles and electrify remaining trips to create greener, healthier and safer more liveable cities. Day to day, the Project Officer will conduct research and contribute to reports, coordinate the delivery of tailored support programmes with local delivery partners, and organise peer learning opportunities such as webinars and workshops. Focus areas will include the electrification of high-impact sectors such as ride hail and taxis, electric vehicle charging roll out and ensuring equity in the sustainable transport transition.
The Zero Emission Transport Project Officer will be a proactive individual, able to work with multi-disciplinary teams (including wider Transport colleagues, Air Quality, Regions, Communications, Campaigns, and Inclusive Climate Action). They will have experience with data analysis and report writing. They will be creative problem solvers and ideally have experience working with external partners, and/or working with local governments or businesses on the electric vehicle transition.
Responsibilities:
- Support the Senior Manager, Zero Emission Vehicles on the execution of a new $2 million USD grant, by supporting the delivery of research and technical policy support to cities in North America and Europe on the electrification of high-mileage vehicles (such as taxis or ride hail) and the expansion of charging networks.
- Conduct research and data analysis on zero emission vehicles and electric vehicle charging to inform reports and policy recommendations for cities, contributing both background research and written content to private and published reports.
- Support and, in time, manage day to day engagement with project city staff, including leading email communications, organising meetings and convening deliverable reviews.
- Convene and facilitate virtual and in-person events such as webinars and workshops for C40 cities, including developing agenda content and managing logistics, leveraging city expertise and knowledge, and contributing to facilitation of peer-to-peer learning around grant project outcomes and city best practice on vehicle electrification more widely.
- Track programme performance and city outcomes, and conduct data analysis to report against key metrics.
- Support procurement of and day-to-day engagement with project consultants delivering on the ground work in cities within this grant.
- Work closely with colleagues across C40 including those working on zero emission freight, zero emission areas, urban planning, walking and cycling, public transport, air quality, campaigns, communications, regions, research, and inclusive climate action to understand C40 resources and assets and, wherever possible, coordinate resources around the Zero Emission Vehicles Network strategic focus areas and the project and/or Network cities.
- Support and help maintain ongoing relationships with city officials, partners and funders, where needed including working on fundraising opportunities.
- Advise senior colleagues within C40 on zero emission vehicle topics, and represent C40’s zero emission vehicle work at internal and external events.
- Work with the Senior Manager and the wider team to identify additional opportunities to expand the impact of the grant and progress action around zero emission vehicles, for example sharing learnings to regions outside the project scope.
- Work with the Senior Manager, Head of Zero Emission Areas and Vehicles and the Transport Director to support delivery of related priorities of the Transport Team as required.

Person Specification:
- Proficiency in qualitative and quantitative data analysis and ability to translate data into clear policy recommendations.
- Strong experience conducting research and qualitative analysis and drafting reports for publication.
- Strong written and verbal communication skills, including ability to facilitate in-person workshops as well as virtual meetings or webinars.
- Strong problem-solving, interpersonal and strategic thinking capabilities coupled with an outcome, delivery-oriented approach.
- Experience in local and/or state Government, private or public sector, research and/or NGO sectors of developing/ implementing/ advising on multi-disciplinary transportation or adjacent public policy initiatives.
- Knowledge of and interest in transport and climate policy, preferably with a focus on vehicle electrification, air quality, energy decarbonisation, EV charging and/or the taxi/ride hail industry.
- Fluency in English is essential; fluency in another language spoken in a C40 city would be useful, particularly Portuguese, Spanish or French.
- Experience working internationally, across cultures, languages and timezones.
Other Requirements:
Applicants must already have the right to work in the United States of America. Moderate domestic and international travel, estimated at 2-3 trips annually, will be required as part of the role.
