Wharton County Generation in Boling, TX, operates a 7E gas turbine setup with an onsite boiler for steam injection, ensuring efficient power generation at 72 MWs. Victoria Port Power II Peaking Power Plant, Victoria, TX, features two LM6000 gas turbines, delivering 100 MWs with Woodward MicroNet controls for precision operation. Meanwhile, Point Comfort facility in the Port of Calhoun utilizes LM6000 turbines and Allen Bradley controls, emphasizing efficiency and reliability.
Opportunity Summary
The EH&S Specialist is responsible for supporting environmental compliance and workplace safety while developing their expertise in key regulatory areas such as Title V, Continuous Emissions Monitoring Systems (CEMS), and Spill Prevention, Control, and Countermeasure (SPCC) protocols. In this role, you will manage reporting, storm water runoff, and safety programs while gaining hands-on experience with regulatory compliance and safety practices. This position offers the opportunity to build a strong foundation in environmental health and safety, with a focus on becoming proficient in compliance management and regulatory procedures. In addition to supporting Wharton County, this position will also provide support to two other power plant assets including Victoria Port Power II and Point Comfort, requiring regular travel to those sites.
Environmental
- Oversee and implement daily environmental programs, policies, and procedures to ensure compliance with federal, state, local, and site-specific permit regulations.
- Ensure continuous emissions monitoring system (CEMS) reporting adheres to Title V permit requirements enforced by the TX EPA and U.S. EPA.
- Compile and submit monthly, quarterly, semi-annual, and annual environmental reports, ensuring accurate monitoring, recordkeeping, and timely submission.
- Manage the storm water runoff plan by conducting routine inspections, collecting water samples during rainfall events, and performing necessary analyses to prevent contamination.
- Develop and follow procedures for handling wastewater and water sampling to maintain compliance with NPDES guidelines.
- Interface with local environmental regulators by preparing for inspections, responding to information requests, and assisting with permit renewals and modifications.
- Maintain the Environmental Management System (EMS), including the EHS filing system, Obligations Tracking System (OTS), and regulatory training records.
Spill Prevention, Control, and Countermeasure (SPCC) Plan
- Maintain and execute facility procedures to address spill prevention, control, and countermeasures, including:
- Operating procedures to prevent spills of oil and chemicals.
- Control measures to prevent spills from reaching navigable waters.
- Countermeasures for spill containment and cleanup.
Safety
- Safety is a core value of NAES. In this position, you will be responsible for ensuring that all work is performed in compliance with established safety procedures and OSHA regulations.
- Facilitate and manage the employee safety program and site contractor orientations.
- Lead daily safety meetings, conduct regular site safety meetings, and provide site orientations for contractors and visitors.
- Conduct routine walk-downs to perform housekeeping inspections, identify potential hazards, and discuss safety issues directly with workers.
- Maintain and interpret Safety Data Sheets (SDS) to ensure the safe handling and disposal of chemicals.
- Respond to incidents, including injuries and near misses, by investigating and preparing reports, identifying causes, and recommending corrective actions. Follow-up to ensure corrective actions are completed.
- Manage and oversee the Lockout/Tagout (LOTO), Confined Space, and Emergency Response Programs, ensuring compliance with safety policies and procedures.
- Act as a liaison with regulatory agencies during safety-related inspections or inquiries.
- Ensure that Operations and Maintenance teams comply with safety and regulatory requirements, including maintaining and submitting necessary documentation.
- Maintain key components of the company’s Environmental Management System (EMS), including safety and regulatory training records.
- Perform other duties as assigned.
Working Relationships
The EH&S Specialist reports to the Plant Manager and maintains a close working relationship with NAES corporate Environmental Support Services and their NAES Corporate Safety contact, as well as Client corporate contacts.
Physical Requirements and Working Conditions
Power plant environment. Physical requirements include standing for extended periods of time, stair and ladder climbing and lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, respirators, hearing protection, chemical suits, fire resistant clothing, etc.). Work with hazardous materials may be required. There are extensive smoking restrictions in and around the facility. Frequent travel between power plant assets will be required on a weekly basis.
Fitness for Duty
All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.
Work Schedule
Regular workdays are from Monday to Friday, within standard dayshift hours. However, the position may necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions. Periodic callouts may also be necessary as part of the role.
Compensation
Initial starting compensation will range from $90,000 to $120,000 and will include an annual performance bonus.
Job Qualifications
- An Associate or Bachelor’s degree in Environmental Science or a related field is preferred, though candidates with substantial relevant work experience beyond the typical requirements may be considered in place of a degree.
- Knowledge of environmental compliance and safety practices at an operating facility is essential. Some experience in a power plant or power-related industry is preferred, with a focus on developing an understanding of plant operations to identify and reduce environmental and safety risks.
- General knowledge of power plant operations is desired, particularly regarding how environmental impacts relate to operation and maintenance functions.
- Familiarity with major environmental legislation related to air, water, hazardous materials, and waste management, with the ability to develop expertise in at least one specialized area at the regulatory compliance level.
- Knowledge of Title V permit requirements and the ability to learn how to coordinate and ensure compliance with regulations enforced by agencies such as the TX EPA and U.S. EPA.
- General knowledge of safety statutes and regulations, with the ability to develop and maintain a strong safety program.
- Basic understanding of OSHA, ANSI, DOT, NFPA, and NEC regulations, with a willingness to deepen this knowledge.
- Knowledge of continuous emissions monitoring systems (CEMS) and a willingness to gain hands-on experience with CEMS software.
- Ability to manage multiple tasks in an industrial environment, with the capacity to identify and analyze potential compliance risks effectively.
- Strong written, oral, and analytical skills, with the ability to clearly present facts, conclusions, and recommendations in both formal and informal communications, and deliver training materials in an easily understandable manner.
- Strong interpersonal skills, with a focus on building consensus and collaboration with internal and external stakeholders.
- Must possess and maintain a valid Drivers License at all times.
