Purpose
Oversees implementation and overall management of sustainability and environmental compliance programs guided by local, state and federal regulations and policies. Manages multiple airside and landside facilities improvement public works projects.
Major Responsibilities
- Assists Director with communication of environmental and sustainable project needs to Airport leadership.
- Coordinates with stakeholders in the administration to establish policies and procedures.
- Coordinates with Airport Staff to define objectives, budgets and timelines of projects associated to policies and procedures.
- Provides short- and long-range strategies, objectives, metrics and initiatives to improve the sustainable performance of the airport as it relates to environmental compliance.
- Manages projects as it relates to environmental compliance, including airport noise analysis, land use, carbon reduction, energy use, alternative energy resources for transportation, stormwater management, deicing and glycol practices, fueling facilities practices, hazardous materials, and other projects as assigned.
- Conducts periodic on-site observation of landside and airside facilities and work in progress to ensure contract compliance; ensures appropriate documents are prepared and monitors project to achieve successful project completion.
- Communicates with internal and external stakeholders on proposed and existing projects; meets with groups, technical committees, and public agencies to explain and describe project plan, generates support and encourages participation by sharing project goals and purposes.
- Coordinates with state and federal agencies for project reviews and/or reporting.
- Manages teams of consultants and contractors. Reviews and recommends for approval of work.
- Administers consultant contracts for project design development work, as well as participating in the selection process.
- Works with consultants to determine project scope and requirements, gathers and prepares information regarding design, specification, materials, equipment, estimated costs, and timeline to achieve project completion.
- Oversees and directs construction projects from conception, design to completion. Scopes projects in-depth to determine deliverables and budgets. Prepares internal and external reports pertaining to job status.
- Evaluates condition of current facilities and make recommendations for sustainable enhancements. Coordinates the development of estimates and plans for needed repairs and maintenance.
- Assists in the development of standards for selection of mechanical and electrical systems and components to be installed in buildings in order to minimize operational costs and maximize energy efficiency.
- Performs other duties as assigned.
Qualifications
Education/Experience:
- A Bachelor's degree from an accredited college or university with a major in environmental science, engineering, construction or facilities management, business administration, public administration, planning or related field of study with course work in the principles and practices of environmental/engineering design is required.
- Four years work experience in environmental compliance programs guided by local, state, and federal regulations and policies.
- A combination of education and experience that provides the knowledge, skills, and ability to perform the duties of this position may be considered.
- Previous experience managing environmental projects with public agencies, commercial service airports preferred.
- Applicants must possess a valid driver's license, free of serious or frequent traffic violations.
Knowledge:
- General and governmental facilities management as it pertains to environmental and sustainable practices;
- Federal, state, and local laws, regulations, policies, ordinances and code as they relate to all requirements of the job.
- Project management methods and practices for planning, budgeting, scheduling, monitoring performance and evaluating results.
- Conceptual understanding of drawings and specifications; programming, planning and design; and building condition assessments.
Skill/Ability:
- Understand and interpret plans, sketches, specifications, construction documents and oral and written instructions.
- Compile and maintain records, reports and various other forms of pertinent information in an organized and professional manner as mandated by regulations.
- Effectively communicate both verbally and in writing, including the preparation of contracts, schedules, expenditures, and project reports.
- Maintain productive relationships with managers, design and engineering consultants and contractors; and engage in problem-solving, team building and partnerships to accomplish the overall objectives of the department and Airport leadership.
- Prepare clear, concise, and comprehensive written reports and provide explanations which require displaying and presenting plans and drawings, graphics, spreadsheets, and other communication methods to audiences of varying familiarity.
Physical Requirements:
- Requires the ability to lift, carry, push and pull objects up to 30 pounds.
- Job functions require sitting and standing for extended periods; walking intermittently; and also involve stooping, kneeling, bending, lifting, carrying, and reaching occasionally.
- Extensive wrist and hand movements required for frequent keyboarding and use of office equipment.
- Ability to operate computer and read small print.
- Ability to continuously exchange information through listening and talking with customers, coworkers, and other individuals required.
- Ability to be walk over rough terrain.

Regular contact with management, employees, tenants, vendors, government agency staff and the general public.
WORKING CONDITIONS, TRAVEL, ENVIRONMENT AND POTENTIAL HAZARDS:
Work is conducted primarily in an office setting, but includes regular visits to facilities and construction project locations. Incumbents in this classification are expected to read fine print on plans and detect shades of color; communicate verbally, in person, and by telephone. A computer terminal is used and this requires the use of repetitive arm-hand movements. Occasional exposure to airborne particles and moderate to high noise levels while working on project sites. The incumbent must be able to occasionally lift and/or move up to 20 pounds. This position involves frequent attendance at internal and public meetings, including some that are conducted outside of regular work schedule, to include irregular hours.
EQUIPMENT OPERATION REQUIRED:
Motor vehicles, personal computer, radio communication equipment, calculator, copier, fax, and other assorted trade equipment.
