Role description:
Arcadis is seeking a senior-level Environmental Permitting Specialist to join our east coast Enviro Socio Permitting team. The successful candidate will lead the development of various permit applications and environmental compliance documents with a focus on a single, existing, multi-year, major infrastructure contract. Therefore, it is expected that you have demonstrated experience with the regulatory requirements and processes associated with the preparation of:
- National Environmental Policy Act (NEPA) documentation, including Environmental Assessments and Environmental Impact Statements; and
- U.S. Army Corps of Engineers (USACE) regulatory requirements and permitting; New Jersey Department of Environmental Protection (NJDEP) Flood Hazard Area permitting, Tidelands conveyances, Wetlands and Open Waters permitting; New Jersey Pollution Discharge Elimination System permitting and Water Quality Certification; New York State Department of Environmental Conservation (NYSDEC) and NJDEP state waters/wetlands under Clean Water Act Section 401, 402, 404, and Rivers and Harbors Act Sections 10 and 14; Federal and state/local coastal management programs; and Federal/state threatened and endangered species regulations under the Endangered Species Act.
This role will primarily support Arcadis’ Enviro Socio Permitting team solely working with a single, existing, multi-year, major infrastructure contract requiring expertise in New Jersey, New York State, and federal permitting strategy and execution, particularly with NJDEP, NYSDEC, and the USACE. Project tasks are often fast-paced and multi-faceted. The position will require a candidate to work both collaboratively with a team of resource specialists, planners, and engineers and have the capacity to balance varying priorities and tasks to work on multiple projects concurrently and meet deliverable deadlines. This candidate should have the ability to lead a team of natural resources permitting experts in the production and delivery of regulatory requirements. Role accountabilities:
As a senior-level Environmental Permitting Specialist, you will apply your experience and technical knowledge of the New Jersey, New York State, and federal natural resources regulatory and permitting environment to work with the client team to provide high quality deliverables to support permitting for an existing multi-year major infrastructure contract. You will be an important member of the east coast Enviro Socio Permitting team, who will also support the Water Resiliency and Mobility groups, interacting with mid- and junior level biologists/ecologists, engineers, senior technical experts, project and program managers, and clients as part of an interdisciplinary team.
Primary functions will include:
- Overseeing (1) implementation, (2) monitoring, and (3) assessment of the effectiveness of the mitigation measures/commitments identified in permits issued by USACE, NYSDEC, and NJDEP.
- Compiling data and reporting on permitting implementation/compliance on a regular basis.
- Collaborating with others to identify permitting impacts of project changes and the need for permit modifications or new permit applications.
- Leading/managing the development and coordination of technical reports, work plans, permit applications and modifications, and other environmental documents to support environmental impact reviews. Provide senior technical review for environmental review deliverables.
This role will have a hybrid work structure as mentioned above; however, as needed, you would attend in-person meetings and conduct site visits related to ecological aspects of projects. This role may require the ability to travel.

Required Qualifications:
- Bachelor's degree in Environmental Science, Environmental or Land Use Planning, Environmental Engineering, or related field
- Minimum of ten years of experience managing environmental permitting projects in New Jersey and/or New York State/City in the environmental or consulting field, including preparing permit applications and supporting materials and obtaining permits in New Jersey and/or New York State/City.
- Experience with evaluating project compliance with state and federal laws and environmental and regulatory processes such as NJDEP, NYSDEC, and USACE.
- Experience working with interdisciplinary teams to develop comprehensive reports/permit applications.
Preferred Qualifications:
- Master’s degree in Environmental Science, Environmental or Land Use Planning, Environmental Engineering, or related field.
- NEPA experience specific to the Federal Railroad Administration and/or the Federal Transportation Administration.

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
