This classification applies knowledge of various scientific disciplines to collect, synthesize, study, report, and take action based on data derived from measurements or observations of air, soil, water, and other sources. Duties may include, but not be limited to, environmental inspection, enforcement, monitoring, sampling, evaluation and analysis. Duties are performed in accordance with Federal, State, and local environmental laws, ordinances, codes and regulations for the purpose of identifying, abating, or eliminating sources of pollutants or hazards that affect either the environment or the health of the public.
Working Conditions
Indoor/Outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 75 lbs. with assistance.
Job Description
Essential Functions
These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.
Conducts sampling and field investigations for air or water quality programs, including the operation, calibration and routine maintenance of specialized sampling apparatus and pollution control testing and monitoring equipment.
Maintains air monitoring instruments, site and grounds as described in preventative maintenance schedules. Assists with light repairs to air monitoring shelter, meteorological tower or sample line.
Collects and maintains technical environmental data; interprets results of laboratory tests; evaluates ecological and environmental impacts; develops reports and specialized studies.
Polls air monitoring sites and reviews ambient pollutant concentrations and trends, equipment operating parameters, site status and local conditions. Takes corrective action if any problems are detected.
Performs quality assurance tests and audits validating the integrity of environmental data and performs technical statistical analyses of data using automated programs.
Participates in performance and systems audits, participates in site reviews, and prepares monthly and quarterly data reports.
Reviews development plans for conformity with the County Comprehensive Plan, Land Development Code and other established environmental codes, ordinances and regulations; evaluates potential environmental impacts of development proposals; makes recommendations for corrective actions.
Initiates enforcement actions and/or recommends stop work orders based on inspection findings of administrative or operational non-compliance.
Conducts permitting reviews and special ecological assessments on mangroves, wetlands, and uplands to protect environmentally sensitive areas.
Investigates citizen complaints on land use, air or water quality matters including fish kills, mangrove, wetland and endangered species violations, noxious odors, hazardous waste, etc.; discusses test results and analyses with customers; makes recommendations for corrective actions.
Uses Global Positioning System (GPS) equipment to collect data for the department's Geographic Information System (GIS); performs spatial analysis with the department's GIS and prepares interpretive maps.
Makes public presentations related to area of assignment.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum Qualifications
Bachelor's degree from an accredited college or university in natural/physical sciences, geography, environmental engineering, or closely related field.
Minimum of one (1) year of professional or technical experience related to area of assignment.
Valid Florida driver's license.
Equivalent combinations of education and experience may be considered.

Prior supervisory or lead experience desired.
Knowledge, Skills, and Abilities:
Good knowledge and understanding federal, state and local laws, rules, regulations, procedures and programs applicable to area of assignment.
Knowledge of standard procedures for sampling and analysis for air quality, water quality or habitat diversity and sustainability.
Knowledge of applicable terminology, principles and analytical techniques associated with area of assignment.
Knowledge of GIS technology, and its application to air quality, water quality or natural resources.
Knowledge in the maintenance, operation, and troubleshooting of electronic, pneumatic, electro-mechanical instruments or test equipment used within the area of assignment.
Knowledge of OSHA regulations and/or recognized safety procedures and practices for field work.
Knowledge of, and ability to apply, corrective actions for problems found.
Ability to oversee, or participate in, data collection and analysis for the department's water quality, air quality or natural resource protection programs.
Ability to read, understand and carry out oral and written instructions.
Ability to use a personal computer, with proficiency in various computer programs associated with area of assignment.
Ability to communicate clearly and effectively, orally and in writing; ability to make effective public presentations in a professional manner.
Ability to read and interpret blueprints, plats, maps, aerial photos, diagrams, etc.
Ability to make accurate mathematical computations associated with area of assignment.
Ability to effectively prepare required reports and maintain records.
Ability to establish and maintain effective working relationships with others, including consistent interaction in a tactful, professional manner.
Ability to appropriately handle emergency situations, which may include hazardous circumstances, in an efficient and professional manner, and in accordance with applicable laws, rules, regulations and procedures.
Ability to swim and operate small watercraft may be required based on area of assignment.
