Moffatt & Nichol specializes in large complex waterfront infrastructure projects and is recognized as one of the worldwide leaders in this field. We are actively looking for an Environmental Planner or Scientist to join our Southern California Environmental Team. This position may be seated in either our Long Beach or Costa Mesa office. Our SoCal Environmental Team works with our overall Moffatt & Nichol Environmental Team to support projects locally and nationally. As the successful new hire, you will support our company with a variety of tasks including: environmental documentation (CEQA/NEPA), research and analysis, report writing, regulatory permitting, and compliance tasks for a variety of infrastructure (e.g., highway, roadway, rail, water, waterfront, and port) related projects. Clients may include: federal, state (including Caltrans), regional, local counties/municipalities, and major ports/terminals throughout the United States - all without traveling!
As a Planner or Scientist working at Moffatt & Nichol, you will help our Environmental Team navigate the CEQA/NEPA process to determine the best course of action. We integrate engineering with environmental planning and science to fully explore and identify project objectives and potential impacts. We help clients to strategically plan their projects and coordinate with regulators and other stakeholders to accomplish their project goals while also avoiding, minimizing, and mitigating potential environmental and other community impacts. Moffatt & Nichol also understands that time is money and use techniques to streamline the CEQA/NEPA and regulatory processes by eliminating redundancies and realize efficiencies.

Duties and responsibilities:

- Prepare and manage documents/reports/graphics to support National Environmental Policy Act (NEPA), California Environmental Quality Act (CEQA), and regulatory permit applications
- Evaluate and assess projects and proposed activities in compliance with existing federal, state and local guidelines, policies and regulations
- Research and write technical reports and/or memorandums
- Prepare/manage the procurement-of/compliance-with permits issued by California Coastal Commission (CCC), United States Army Corps of Engineers (USACE), California Regional Water Quality Control Board (RWQCB), United States Fish and Wildlife Service (USFWS) and California Department of Fish and Wildlife (CDFW)
- Contact vendors; research literature; seek solutions to regulatory requirements
- Effectively perform project manager or task manager job duties
- Collect and analyze data (e.g., economic, demographic, fiscal, legal and/or technical variables) from various sources to determine affects to the environment
- Maintain knowledge of industry changes and requirements, policies, procedures and legislation
- Effectively coordinate, communicate, and provide presentations to a variety of audiences including: clients, engineers, scientists, regulatory agencies, private companies and internal team/clients
- Conduct/attend field visits and inspections as needed
- Participate in meetings and educational seminars
- Support and comply with Moffatt & Nichol’s Quality Management procedures
- Research to support new project and client opportunities
- May participate in business development activities
- Develop and mentor junior team members

Qualifications:
- Bachelor of Science degree in Planning, Environmental Science, or related; required
- Master’s degree in Planning, Environmental Science, or related; preferred
- 7 plus years of related industry experience; required
- Professional certification in any of the following is strongly preferred: American Institute of Certified Planners (AICP) or equivalent
- Strong understanding of federal, state and local laws/regulations, including NEPA, CEQA, and those associated with environmental documents and regulatory permitting; required
- Experience working with Southern California municipalities and/or Caltrans projects; preferred
- Knowledge regarding air quality and/or greenhouse gas regulations/requirements a plus
- Geographic Information Systems (GIS) experience; preferred
- Exceptional communication (verbal, written and presentation) skills in order to effectively convey both technical and non-technical concepts
- Availability and willingness to attend local meetings, or site visits. Infrequent overnight travel may be required
- Valid driver’s license; required

Base salary range:
$90,000 to $140,000 based on years of experience, level of education obtained, professional registration, and meeting required qualification in job description.
Base salary range only applicable for candidates who will be hired and working in the California market.
Physical requirements:
Majority of work is office based. Some site visits may be required which may necessitate navigating unpaved or natural terrain while carrying equipment.
