Responsibilities
As the Program Environmental Engineer, you will help champion environmental design and due diligence for an exciting capital megaproject. You will work with the project team, Environmental Affairs, and local HSE teams to steward application needs followed by setting up the requirements to comply. You will help collate and steer best practice design, use good judgement to balance design with project costs & operating impact, help to determine where plant waste streams are optimally suited, and ensure that the plant is designed and built-in accordance with the Texas regulation and the permit requirements.
You will be part of the design team and participate in engineering reviews, PHAs, 3D model reviews, in order to get the necessary input to complete your deliverables. This assignment will migrate into pre-start-up reviews, commissioning checks and start-up, and ultimately will put in place and operate the compliance programs.
- Support necessary permit submissions for the capital investment in a timely manner with enough application accuracy to avoid rework.
- Convert the complex into a manageable environmental project program, which allows for interfacing with the investment areas and multiple stakeholders
- Assist in developing, communicating, and tracking the required engineering deliverables where multi-step development is necessary to obtain the licensing and legal compliance requirements.
- Facilitate and assist in developing design or programs that balance permit success with economic project impact (ex. execution of appropriate “best-available-control-technology evaluations, and engineering modifications as needed to support resolution of environmental impacts issues).
- Facilitate and assist in providing information necessary for timely completion of estimates of air, water and wastes which support regulatory requirements.
- Facilitate and assist in providing all other information necessary for timely completion of air, water and waste permits.
- Assist in summarizing, communicating, and tracking design aspects critical to complying with air, water and waste permit/regulatory requirements for performance, monitoring and/or recordkeeping requirements (e.g. legal compliance)
- Assist with Texas Env Operation’s led representation of Eastman site interests at government agencies and associations. Represent the design team’s environmental aspects with consultants, service companies, and within Eastman
- Participate in risk assessments as needed (PHA, environmental impacts analyses led by TXO EO and/or consultant) and facilitate information needs. Capture and ensure timely resolution of action items.
- Acquire and document environmental applicability and non-applicability for all medias.
- Collaborate with other environmental resources throughout the Company to benchmark and identify best practices.
- Draft SOP’s for environmental compliance programs for the investment site to operate post mechanical completion; develop program training.
- Act as a Subject Matter Expert for the commissioning team to address and resolve environmental matters
Qualifications
- Bachelor of Science degree in Chemical or Environmental Engineering or equivalent technical degree
- At least 5 years exempt-level experience in project, manufacturing or environmental assignment, including interaction with manufacturing plants
- Thorough knowledge of environmental regulations in a chemical manufacturing setting, including RCRA.
- Knowledge of TCEQ requirements highly preferred
- Proven ability to implement and execute established plans and procedures
- Basic computer skills (database use, spreadsheets, word processing, presentation preparation)
- Excellent communication and negotiation skills to interact and influence all levels within the company and outside the company
- Ability to simplify complex material or situations
- Flexible to adapt to changing priorities quickly and effectively
- Excellent organizational skills and ability to find practical solutions to environmental issues
- Excellent communication skills and the ability to work collaboratively in a multifaced team environment.
