Job Description
Basic Purpose
Under direct general supervision, perform advanced technical and professional work in the Environmental Protection Agency’s (“EPA”) Resource Conservation and Recovery Act (“RCRA”) Subtitle I, and an environmental/public health program including auditing claims for reimbursement of corrective action taken on leaking petroleum storage tanks or special projects.
Employees assigned to positions in this class perform a full range of duties at the full performance level in reviewing and evaluating regulated activities, reviewing and recommending approval of work plans, and claims for reimbursement; administrative and professional freedom to plan and conduct inspections, organize work, initiate enforcement actions, review and recommend approval of applications for environmental activities; and make decisions regarding the extent of compliance with Federal and State laws, rules, and regulations.
Typical Functions
Provides guidance and assistance to customers on regulation and reimbursement of corrective action taken to protect human health, safety, and the environment from leaking petroleum storage tanks.
• Investigate complaints; screen and/or collect samples from a petroleum storage tank release; prepare reports; maintain records of environmental quality; and initiate and provide testimony in court actions.
• Evaluate all petroleum tank pollution cases and develop a professional opinion seeking reasonable clean-up solutions.
• Audit and approve payment of initial, supplemental, final, and resubmitted claims for reimbursement of reasonable and integral corrective action costs, under the laws and regulations governing the program.
• Review and approve work plans that are determined to be technically sound and fiscally reasonable, including costs, time schedules, and pay for performance contracts.
• Assist tank owners and their agents with recognizing and understanding controlling parameters and opportunities for greater environmental clean-up efficiency.
• Participate actively in the development of techniques, methods, and procedures to establish and maintain efficient regulation, claims processing, technical performance, cost control, and accountability.
• Assist in preparing updates and revisions of standards, regulations, criteria, and codes for environmental management; and interprets statutes and codes to local officials, private citizens, environmental health officials, consulting engineers, industry representatives, and appropriate agencies.
• Serve as an expert witness in administrative hearings, conduct site visits, and perform related work as required and assigned.

Education and Experience
A bachelor's degree in civil, environmental, or geological engineering, geology, geophysics, hydrology, environmental science, chemistry, or a closely related field; one (1) year of professional-level experience in one of the above-listed areas or closely related work; and one (1) year experience in the management of high capitalization projects; (or) an equivalent combination of education and experience.
Knowledge, Skills, Abilities, and Competencies
Knowledge of environmental laws and regulations; environmental remediation of petroleum pollution and pollution control; hydrological survey methods and equipment; principles of ground and surface water hydrology and geology; knowledge of the methods and techniques of auditing and processing claims; and demonstrating computer skills with word processing, spreadsheets, and hydrologic modeling programs.
Skills in applying environmental remediation technologies for environmental clean-up; simultaneous management of multiple high capitalization projects; preparing technical information clearly and concisely in both oral and written form; establishing and maintaining effective working relationships with others; interpreting engineering plans and specifications; and coordinating effectively with other Fund operations and Commission rules.
Additional Job Description
Core work hours for the Oklahoma Corporation Commission are Monday through Friday, 8 am-4:30 pm. This schedule may require flexibility based on the needs of the agency.
• Remote work may be required based on the needs of the agency, division, and program. This job is eligible to work remote as approved. Applicant must be willing and able to work BOTH on-site and remotely, generally in the applicant’s home. Applicant must have a secure internet connection and Teams phone capabilities during scheduled working hours.
