Plans, develops, promotes and coordinates the implementation of a comprehensive county-wide recycling, waste reduction and resource recovery program; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for planning, developing and coordinating recycling, waste reduction and resource recovery activities for the County of Maui.
Examples of Duties

Plans, develops, implements and coordinates county-wide recycling program(s); assesses and evaluates existing efforts and programs in other jurisdictions; conducts feasibility studies of various resource recovery programs; formulates, implements and evaluates demonstration projects; establishes and implements educational and promotional activities relative to recycling; coordinates with school administrators and community groups to distribute material s and promote recycling; conducts media advertising; works with private recyclers to promote, coordinate and implement recycling programs; establishes, implements and coordinates recycling for County departments and agencies; provides technical assistance regarding recycling and waste reduction; maintains information data base and compiles and analyzes recycling data; determines and ascertains potential markets for recyclable material s; researches, evaluates, and promotes the development of secondary markets; monitors market prices; prepares annual operating and capital improvement budget requests; seeks available state or federal grants and funds; assists in developing legislation; analyzes and makes recommendations on proposed legislation; prepares and offers testimony before legislative bodies on pending legislation; prepares written analysis and reports.
Minimum Qualification Requirements
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a major in business or public administration, urban planning, civil or environmental engineering, environmental science, public health, psychology, sociology, or a related field and three (3) years of professional work experience in the development, administration or implementation of a recycling, waste reduction, waste recovery or comparable program.
License Requirement: Possession of a valid motor vehicle operator's license. (Type 3).
Knowledge of: principles and practices of administration; publicity methods and media; principles of psychology, sociology and human behavior; recycling and waste reduction techniques, laws, and regulations, recycling education and promotion principles; trends and developments in recycling; familiarity with issues, problems and concerns relating to environmental health; government and community organizations and functions; research methods and techniques; report writing.
Ability to: plan, develop and coordinate comprehensive recycling, information, education and promotion programs; interpret and apply laws, rules and regulations; work effectively with others; formulate ideas and communicate effectively, orally and in writing, with various segments of the public; provide technical assistance concerning recycling programs; evaluate operations and implement changes; prepare analytical reports with recommendations.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.

Pre-Employment/Post-Offer Drug Screening Test: All applicants, who will enter a safety sensitive position or certain designated categories that the Personnel Services Director has established or who are required by law to be drug tested must pass a pre-employment/post-offer drug screening test as a condition of employment.
