Job Description and Duties
Working under the direction of the Staff Services Manager I, the incumbent will oversee the District’s Maintenance Storm Water Program and is responsible to ensure District Maintenance compliance of the Caltrans Storm Water Management Plan (SWMP); is the operations advisor to the District Storm Water crews; assists NPDES Coordinator with the annual Storm Water Operational Plan; conducts facility and field inspections and generates reports. Will act as contract manager for District wide Stormwater related contracts and approval of Stormwater funding for procurement of Stormwater related services or needs in the Regions. A valid Class C Drivers License is required. Responsibilities include, but are not limited to:
The incumbent oversees and directs the District Maintenance Storm Water Program dealing with, but not limited to, management of the annual Maintenance Storm Water budget, identifying future Maintenance Storm Water budget needs, contract management, compliance reviews and documentation, identifying and tracking Treatment Best Management Practices, monitoring charging practices, tracking sand recovery, oversees disposal of stockpile materials, conducts inspections of maintenance facilities and field activities, conducts training sessions, and point of contact for other Maintenance Storm Water related issues throughout the District. Receiving billing from contractors and other agencies for and/or permits etc. developing receivers then sending on to accounts payable. Works with the Caltrans Environmental Programs (NPDES Coordinator) to address water quality issues related to the NPDES permit. Networks with Headquarters Maintenance to maintain standards for statewide applications of NPDES permit provisions. This includes attending Maintenance Storm Water Advisory Team Meetings conducted quarterly throughout the state, participating in reviews of manual updates and training materials, networking with other Districts and programs on storm water related issues. Maintains a good working relationship with other agencies such as State Water Resources Control Board, Regional Water Quality Control Boards, Tahoe Regional Planning Agency, California Department of Fish and Wildlife, Cal-Recycle, Local Enforcement Agencies, and the public.
Eligibility for hire may be determined by your score on the Caltrans Maintenance Supervisor Exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions
Incumbent when performing office duties will work in a climate controlled office setting under artificial lighting. Incumbent will be exposed to computers, various lighting conditions, and stand or sit for prolonged periods; must be able to work at a keyboard and focus on complex tasks for long periods of time and must be able to organize and prioritize large volumes of work and documents. Incumbent will also be required to work in the field within the District in a wide range of sometimes-extreme conditions including snow, rain, fog and heat. Confined space training may be required. In the field, will work upon the highway exposed to traffic and in a maintenance vehicle. Position requires frequent travel within the District and occasionally to other Districts and Headquarters. When performing fieldwork the incumbent shall wear required personal protective equipment in accordance to rules and regulations set forth by Caltrans Safety Manual and Caltrans Maintenance Manual. The incumbents normal working hours will be set between 7:00 am and 5:00 pm. Incumbent must be able to work independently or in a group environment. May be required to work overtime due to storms, emergencies, special work projects, or when the Supervisor deems that it is in the best interest of the State to work overtime.
