Job Description and Duties
Under the direction of the Resource Manager - Maintenance and Operations (SSM I), the Associate Governmental Program Analyst (AGPA) will perform at the journey level capacity for the District Non-Capital Budgets office. The incumbent has the responsibility for the Personal Services reporting for the Traffic Operations and Safety Programs. The AGPA will complete hiring packages, Out of Class assignment documents, and Temporary Assignment Advertisements for the Traffic Operations and Safety Programs. The incumbent reviews the weekly Unrecorded Labor Expenditure Report (ULER / Non-Compliance Report) and works with the branch Seniors to resolve any entries. The AGPA will provide Project Control services for the Traffic Operations and Safety Programs programming Memorial Sign, Signal Timing, and various other cooperative agreement projects in the Department’s accounting system. The incumbent works independently on other routine and complex analytical assignments as directed.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Knowledge of and be able to interpret and apply State Agency Budget Laws and regulations, the Budget Act, and the project development process.
- Knowledge of policies and procedures governing the State Budget process as they apply to budget monitoring for the Department and the District.
- Proficiency with MS Word and Excel.
- Knowledge of Caltrans hiring processes (new hire, temporary assignment, rotation and out of class assignments.)
- Knowledge of Caltrans project control including project initiation requests, establishing Expenditure Authorization (EA), establishing Project Identification (PID), establishing and modifying project phases, and establishing and modifying project budgets.
- Knowledge of AMS, InfoAdvantage, and Datalink.
