A. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The J10/StratCom Directorate is responsible for the implementation of an AOR-wide cognitive campaign in support of ACO vigilance activities and AOR management and the delivery of strategic effects in the cognitive dimension that support SACEUR’s strategic objectives, during peace, crisis, and conflicts.
The Information Environment Assessment (IEA) Branch conducts systematic, data-driven analysis and assessment of the Information Environment to support understanding, decision-making and the application of capability in the engagement space. IEA is responsible for the identification and analysis of audiences and supporting systems, and leads the assessment of performance and effect of Strategic Communications in support of Alliance objectives. It supports the preparation, execution and assessment of Multi-Domain Operations (MDO) and contributes to a comprehensive understanding of the operating environment (CUOE).
The Monitor, Analysis and Assessment Section (MAA) is responsible for the generation of clear, holistic and actionable products for decision makers, through the monitoring, analysis and assessment of qualitative and quantitative publicly available information. Through the modelling and simulation of the Information Environment (IE) and the understanding of key audiences, the MAA section contributes to the assessment of NATO’s impact in the IE and towards the attainment of SACEUR’s Strategic Objectives.
The Information Environment Analyst – Middle East conducts analysis and assessment of the information environment pertaining to the Middle East, to include both terror group communications and the perception of NATO in the region.
B. PRINCIPAL DUTIES
The incumbent’s duties are:
- Conduct appropriate monitoring, analysis modelling and simulations of the Information Environment (IE) as it pertains to the Middle East to contribute to clear, holistic and actionable products for staff and decision makers in coordination with other J10 Stakeholders, J2, MDSOC, NIFC, NATO HQ and associated elements across the NCS & NFS incl COE and national entities.
- Identify and monitor relevant Middle East and Terror Group media outlets across all domains and conduct appropriate analysis and reporting (traditional and digital media (specifically social media)). To include media trend analysis and reporting. To report on media themes/story lines that are linked to, or may impact, NATO and its activities.
- Identify specific narratives and their role in the IE, specifically concerning NATO activities and issues of concern; to include audiences that are of interest to NATO.
- Identify key regional media stakeholders (operators, owners, financers) and their perception of NATO and its activities.
- Assess and report on the effectiveness of NATO communications with regard to audience groups in this region.
- Assess and report on the effectiveness of other actors’ information efforts, particularly TG and RUS disinformation or propaganda campaigns, on NATO operations and activities.
- Provide strategic level briefs on designated aspects of the Middle East Information Environment when required.
- Provide support to NATO's comprehensive approach to crisis management operations.
- Undertake additional duties and assume other responsibilities as directed by the Chain Of Command.

F. WHAT WE OFFER
- 38 hours per week schedule;

- Salary\: the remuneration of temporary personnel will be specified in their contracts. It is exempt from taxation in the Host Nation;
- Benefits package\: temporary personnel are covered by a benefits package which consists of an additional sum of 12% of basic salary for pension purposes + basic medical and accident insurance provided under the NATO Group insurance contract (death and invalidity). The cost for insurance amounts to 2.57% of basic salary (2/3 payable by the Organisation and 1/3 payable by staff);
- For staff eligible under NATO rules, there is also a dependent child allowance and coverage for dependent children for medical benefits.
