Who We Are:
The Commission on Hispanic Affairs (CHA) exists to aid in the development of public policies and the delivery of government services to the Hispanic community. The Commission on Hispanic Affairs can advise the legislature, state agencies, and the governor on how to effectively create policies that will not pose barriers, communicate, and deliver services to the Hispanic/Latinx residents of Washington state.What You Will Be Doing:As an Environmental Planner 2, you will contribute to CHA’s mission by developing, coordinating, and facilitating planning processes for environmental resource plans, programs, policies, and regulations. You will promote the CHA brand, maintain a positive public image, and build strong relationships with agency partners and community members. Your responsibilities will include researching and analyzing complex issues, creating and updating educational materials, conducting customer outreach, identifying service issues, and developing recommendations to meet P2 Grant funding requirements as outlined by the EPA and the Department of Ecology. Additionally, you will address CHA’s data needs by engaging with the Latino community, small businesses, and NGOs to understand their beliefs and needs related to environmental, economic, financial, or natural resources as guided by the P2 Grant. You will prepare data summaries, create reports, develop performance metrics, and conduct complex analytical research to support grant reporting and agency performance. This role requires independent judgment and operates with limited supervision.
Duties
Some of What You’ll Enjoy Doing Includes:
- Plan, conduct, and participate in listening sessions, conferences, and workshops.
- Develop target and culturally relevant materials, such as PowerPoints, one-pagers, toolkits, and informational pamphlets.
- Conduct inventories of Safer Choice products at identified convenience stores and determines how often products are sold.
- Identify and analyze the most frequently sold products at convenience stores.
- Generate reports on community connection sessions, partnerships with Community- Based Organizations, and inventory collection and analysis.
- Recommend policy, procedure, standard, or practice changes required by state agencies based on generated reports.
- Recommend policy, procedure, standard, or practice changes required by the legislature based on generated reports.
- Recommend policy, procedure, standard, or practice changes required by the Governor and their staff based on generated reports.
- Recommend policy, procedure, standard, or practice changes required by the Environmental Protection Agency and other federal partners based on generated reports.
- Develop a training program for community-based organizations and others, including modules, webinars, and videos on the Safer Choice program.
- Develop outreach toolkits to help CBOs and other partners provide direct technical assistance to convenience stores.
- Deliver up to two training workshops for each contracted CBO and other partners.
- Maintain records pertaining to the development and implementation of train-the-trainer program, including agendas, sign-in sheets, and other pertinent files.
Qualifications
Required Qualifications:
- Bachelor’s degree in Planning, Public Policy, Public Administration, Business Administration, Communications, Marketing, or a related field, including college-level coursework in statistics. Note: Professional experience in communications or program performance with government regulatory programs or agencies can be substituted, year-for-year, for college degree; AND
- Two (2) years of experience in planning principles, techniques, current trends, environmental laws, policies, and programs concerning all phases of State resource development and governmental administrative structures at local and State levels.
- Two (2) years of experience in research methods, cost/benefit analysis, needs assessment methods, and evaluation techniques.
- Note: The above experience can be gained concurrently. Additional schooling experience can substitute year-for-year for the required experience;AND
- Bilingual in Spanish.
- Ability to develop and organize research, analyze, and interpret complex data, prepare professional reports, and write clearly and concisely.
- Strong writing and editing skills with the ability to quickly produce written materials that are clear, concise, inviting to read, and effectively communicate the desired message.
- Ability to manage multiple priorities and projects, and easily adapt to changing business needs, conditions, and work responsibilities.
- Excel at making complex concepts accessible to others.
- Proven ability to work collaboratively and effectively with others in a staff relationship.
Preferred Qualifications:- Demonstrated experience in conducting research, technical analyses, or impact assessments related to equity or environmental justice; developing or analyzing policies, laws, rules, or regulations related to equity or environmental justice; program planning or project management focused on equitable process design and outcomes; and/or conducting equity assessments and environmental justice analyses.
- Experience communicating findings and recommendations to diverse audiences.
- Advanced degree in Planning, Public Policy, Public Administration, Business Administration, or a related field.
- Certification in Project Management.
- Working knowledge of Washington state programmatic policies and regulations.
