The Sr. Environmental Manager (SEM) is responsible for the implementation of company policies and procedural plans related to all environmental media, including air, stormwater, groundwater, solid waste, and/or hazardous waste. The SEM supports corporate and divisional environmental programs to promote compliance with applicable federal, state, and local environmental laws. The SEM will also assist with national environmental initiatives and special projects located outside of the primary regional assignment.
The SEM maintains regional metals recycling and automobile salvage facilities in compliance with all applicable federal, state, and local environmental laws, standards, and permits and has responsibility for maintaining facility compliance with applicable environmental permit conditions. The SEM has direct responsibility for these compliance activities through management of the Environmental Managers (EMs) within their assigned region.
This position has direct responsibility for conducting on-site field work associated with sampling, monitoring, observing, recording, preparing reports, records, and plans required by regulatory permits, plans, or agreements and direct responsibility in assisting the EMs in their region with successful completion of these duties at their assigned facilities. The SEM maintains a key role in the overall planning, design, installation, and operation of pollution control equipment and associated metering and/or measuring devices throughout their Region. The SEM assists with the development and delivery of training programs and provides other advice to EMs and facility operations management on the practical and necessary steps to prevent or abate pollution arising from operations and maintain compliance with regulatory requirements contained within a variety of environmental permits, plans, policies, and regulations. The SEM may also provide first line immediate environmental emergency responses to incidents, spills, releases, and accidents. The SEM’s incident response duties may include any region as needed. The SEM provides appropriate notifications to management and regulatory agencies and assists with site investigations and remediation projects related to due diligence activities and other identified environmental issues.
The primary goal of this position is to achieve excellence in all facets of environmental management throughout their assigned Region. This is to be accomplished while providing the highest quality product safely, effectively, efficiently and in compliance with all applicable regulatory requirements; while reducing the frequency of accidents, errors, and compliance deviations; and increasing profits.
Salary Range: $145,000 - $150,000 Annually
Specific position responsibilities include:
- Supervision of EMs located in the assigned regions. Their primary personnel management role is to mentor and collaborate with EMs through provision of both general and specific environmental compliance advice related to a wide variety of topics. Additional personnel management tasks include routine Human Resources functions such as employee time keeping, goal setting, performance reviews, compensation, and conflict resolution.
- Leadership duties with respect to SSI’s program to actively develop, implement and certify its Environmental Management System (EMS) under ISO 14001:2015.
- Project management for environmental projects, including coordination with regulatory agencies, other responsible parties, affected 3rd parties, and legal counsel.
- Interface with in-house and retained legal counsel in support of the company’s legal negotiations regarding environmental issues through provision of technical and regulatory advice relevant to Southeast Region facilities.
- Interface and negotiation with regulatory officials and non-government organizations (NGO) regarding company compliance and cleanup programs throughout the Southeast Region.
- Management of natural resources enhancement (habitat restoration) projects, as required.
- Preparing reports, records, and plans required by regulatory permit, plan, or agreement.
- Maintaining a key role in the overall planning, design, installation, and operation of pollution control equipment.
- Assistance with the development and delivery of training programs.
- Serving as a senior advisor to other SEMs, Environmental Managers (EMs), and divisional operations management to provide advice on practical and necessary steps to prevent or abate pollution arising from operations and maintain compliance with regulatory requirements contained within a variety of environmental permits, plans and policies.

Essential Functions:
- Operational Performance & Best Management Practices
- Develops programs and tools to prepare and appropriately maintain high quality environmental records and reports.
- Ensures incident analyses and associated investigations are completed in order to implement necessary corrective actions. Reviews incident response efforts with EM-level staff to assess appropriate follow up action and opportunities for improvement.
- Assists as requested, in the planning, review, design, implementation and oversight of remedial actions involving multiple media under various federal, state, and local jurisdictions. Includes developing appropriate work scopes, requesting, and reviewing proposals, selecting consultants & contractors, establishing budgets for management approval, scheduling work in coordination with operations, managing activities to maintain budget and schedule, reporting status and end results to management and regulatory agencies, as necessary.
- Assists in efforts to achieve specific waste reduction/minimization at regional locations.
- Collects, evaluates, and disseminates pertinent information relating to environmental compliance requirements and maintains appropriate reference files.
- Advises senior management, regional management and operating managers concerning the organization's environmental objectives and assists in determining and implementing corrective actions to ensure consistency in company regulatory compliance efforts.
- Recommends changes in procedures, design, or equipment when necessary.
- Represents the organization at public and/or private discussions including technical forums, regulatory hearings, legal actions, or other public meetings.
- Maintains relationships with outside associations concerned with environmental protection, regulatory officials, and local politicians.
- Assists, as requested, in efforts to develop, plan, and manage environmental investigations associated with past operations and sites being evaluated for acquisition or sale.
- Provides oversight and management of work performed by various consultants and contractors, as well as coordination with both in-house and outside legal counsel.
- Plans, conducts, and/or supervises consultants completing environmental research or other project assignments.
- Performs other related duties as assigned by senior environmental management.

- Manages environmental vendor contracts and budgets.
- Prepares in-house project proposal briefings and cost estimates for future work for management approval.

- Monitors and maintains exempt and and/or hourly staff at cost effective and competitive levels.
- Monitors supervisory practices for self and direct reports to ensure compliance with HR policies and union contracts, as applicable.

- Interviews prospective management and/or production employees.
- Works with Human Resources personnel to prepare job descriptions.

Supervisory Responsibility:
Direct supervisory responsibility for environmental employees designated at the EM, Associate EM, and Environmental Analyst levels. Position includes routine management of engineering contractors, environmental consultants, and other contractors. Supervision of pollution abatement equipment operators.
Job Conditions:
Office and active field working environment including collection of samples for testing, general information gathering, and project management at various locations. It is necessary to be able to walk/climb in an active industrial yard with uneven surfaces and to out-of-the-way areas. Must be comfortable with heights. Occasional exposure to inclement weather conditions and travel is required. Sometime involved in environmental issues at sites owned/operated by joint ventures and/or sister companies. Regional and domestic travel required. Position may have to respond to urgent situations on off hours and/or weekends and holidays.
Physical Activities Required to Perform Essential Functions:
Ability to lift and carry up to 20 pounds frequently, and up to 50 pounds occasionally; be mobile within an office and field environment; operate an automobile; be mobile to travel frequently by auto and airplane to local and regional locations; climb; negotiate uneven surfaces; sit, stand, and/or walk for extended periods of time; keyboard for up to several hours per day; and communicate in a professional manner in person, in writing and by phone. Visual acuity for extensive reading, examining documents, conducting field sampling related activities, operating an automobile, and operating a laptop computer.
Qualifications:
- Bachelor’s degree required, master’s degree preferred, with preference for engineering or science background including environmental science, chemistry, geology, or biology. A master’s degree is beneficial, but not required. Minimum of ten years’ experience with environmental regulations; sampling for testing air, water, soil, and hazardous waste; designing, installing, and operating pollution control equipment; and negotiating environmental requirements with regulatory agencies. Preference for metal recycling industry experience. This position requires possession of a valid driver’s license and the ability to drive an automobile.
- Sufficient environmental compliance knowledge and experience in the assigned region. This experience must be current within the last 5 years.
- Sufficient education or experience in technical fieldwork required. Preference for person trained or certified in hazardous materials handling, clean-up, or response (PE, RG, CEM or CHMM). Knowledge of local, state, and federal environmental programs and regulations with approved sampling techniques and procedures. Strong analytical, interpersonal, written, and oral communication skills required. Proficiency with Microsoft Office Suite, environmental management systems, and environmental testing or analytical equipment necessary. Ability to apply principles of logical or scientific thinking to define problems; collect data; establish facts; draw valid conclusions in controlled situations; and read and understand engineering plans and specifications.
