The Executive Climate Office is looking to fill one (1) Building Decarbonization Grant Compliance Manager position to support the implementation of a recently awarded $50M EPA Climate Pollution Reduction Grant.
About the Role:
This role is crucial for supporting the implementation of key building decarbonization and clean energy programs at King County. In this role you will primarily manage implementation of the King County Climate Pollution Reduction Grant (CPRG) from the Environmental Protection Agency (EPA), which provides $50 million in funds over the next five years for activities across four counties (Kitsap, King, Pierce, and Snohomish). CPRG will fund staff and program costs for various programs, including conducting multifamily and small commercial building retrofits;community and municipalretrofit grants; scaling building retrofit financing; reducing embodied carbon emissions in new buildings; and supporting the repurposing of salvaged wood into new materials.These activities may also be supported by other state and local grants. The Building Decarbonization Grant Compliance Manager will ensure accurate, timely reporting to the EPA and grantor agencies; support staff tracking of grant deliverables; and help craft and manage procurement to retain program contractors for grant-funded activities.
The Building Decarbonization Grant Compliance Manager will report to senior staff in the Executive Climate Office (ECO) and will collaborate directly with King County’s grants team in the Office of Performance, Strategy and Budget (PSB). The role will work actively witha team of people working to implement the CPRG grantand other grant-funded programs within ECO and partner jurisdictions.
The ideal candidate will have extensive experience managing large, complex federal grants, as well as assisting in procurement activities that adhere to both county procurement regulations and grant program criteria. The program is seeking a self-starter who is skilled at building relationships with a broad range of policy and technical staff, consultants, and contractors – and who is comfortable with developing collaborative solutions in the face of emerging opportunities.
ABOUT THE OFFICE
King County established the Executive Climate Office (ECO) to elevate and accelerate Executive Constantine and the County’s commitment, coordination, and ability to deliver on climate action internally and in collaboration with cities and partners. Since being established in 2023, the Executive Climate Office has grown to approximately 20 staff, fellows, and interns, and has secured over $60M in state and federal grants. As part of this office, this position would be supporting a team on the forefront of the King County efforts to reduce GHG emissions, support sustainable and resilient frontline communities and ensure climate preparedness in our communities and infrastructure. There will be multiple opportunities to assist in the operationalizing of the office as well as specific projects that use the power of local government to set and achieve ambitious climate action goals.The Executive Climate Office prioritizes inclusion and justice for all people in County work on climate, with the aim of decreasing disparities in our organization and our communities.?
Job Duties
Review, analyze and make recommendations to management on major CPRGprogram development; prepare, review, and monitor major grant program submittals, reports, reimbursement requests,project amendments, and project budget changes/corrections.
Act as agency’s liaison with the EPA (and possibly otherfederal and state grant agencies) concerning legal and procedural requirements for grant development, financial administration, project management oversight, and audit.
Develop internal guidelines and deadlines for management, staff, and partners/sub-awardees to meet grant program schedules and contract requirements; identify potential partners, negotiate partnering agreements, and coordinate application development including drafting and reviewing applications; work with project managers to monitor sub-recipients of grant funding.
Provide analysis and recommendations to senior management on interpretation of federal, state and county rules and regulations, including pertinent factors such as costs, environmental review, contracting, procurement, right-of-way acquisition, and structuring of project partnerships on grant-funded projects.
Proactively participate and provide leadership on grant-funded project teams; analyze and track existing projects and project budgets to determine priorities for amendments and revisions; implement strategies to secure project funding through grant amendments and revisions; advise department management, budget staff, and project managers on information requirements for successful obligation of grant funds.
Assistwith, advise on, and help lead procurement activities to secure vendors to support grant program deliverables and ensure vendor contracting adheres to and fulfills grant program criteria and obligations.

WORK LOCATION and TELECOMMUTING REQUIREMENT
The work associated with this position will be performed in a hybrid fashion of on-site and telework. This position will need to report to the work location three days a week (likely Tuesday-Thursday). Employees will also have access to shared workspaces at King Street Chinook Building at 401 5th Avenue in downtown Seattle. There will be situations where the employee may be required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
WORK SCHEDULE:
This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical workweek is 40 hours per week, Monday – Friday. This position is not represented by a labor organization.
