JOB SUMMARY: This position is located in Pacific West Regional Office, Interior Regions 8, 9, 10, and 12, in the Park Management Division. This is a temporary promotion not to exceed 1 year, and can be extended up to 5 years. This temporary promotion may be made permanent without further competition. MAJOR DUTIES: This position is responsible for the overall management and day-to-day operation of the park, including business services, administration, maintenance, resource management, interpretation, education, and volunteers, and civic engagement. Duties include: Direct and supervise the full range of planning, organizing, development, control, and evaluation of operations and management programs for the park. Identify problems and issues, develop issue-oriented objectives, apply and interpret Service and park mandates and policies, incorporate Service objectives, explore and formulate alternative solutions, negotiate conflicts and develop effective agreements. Directly supervise subordinate program managers, guiding the direction of their efforts, setting priorities, allocating resources and ensuring an effective and efficient organization. Responsible for planning, organizing, implementing and evaluating a comprehensive resource management program (cultural and natural). Coordinate land and resource planning and management with representatives of other agencies, Federal, state and local governments, the general public, and with private landholders. Build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, to achieve common goals. Provide strategic leadership to park and partners and sets forth an organizational vision that allows the park to uphold its mandate and objectives in a complex and continuously changing environment. Represent the National Park Service and the park in primary communications. Set the tone and expectation for the quality and responsiveness of communications with members of Congress, appropriate Federal, state, and regional and local officials, native organizations, public and private organizations, and the general public. Plan and execute a comprehensive fiscal program to support park operations and resource protection utilizing base, project, fee and donated funds. Set the direction and standards for the Interpretation and Visitor Services Program which includes multiple visitor centers, interpretive programs, school programs, annual special events and work with cultural practitioners. Oversee the implementation/operations of a comprehensive facility management program for constructed assets (including buildings, roads, trails, picnic areas, and grounds) compliant with regulatory requirements and NPS policies.
