Responsible for the control and development of statutory environmental planning obligations associated with major project investments.
To undertake formal Environmental Impact Assessment (EIA) and project manage the preparation and submission of high quality Environmental Statements. The key objectives of the post will be to support the delivery of transmission / distribution infrastructure developments and generation connections, whilst ensuring compliance with Licence Obligations and Statutory Regulations.
What you’ll be doing
Project manage the activities required to meet statutory planning & Section 37 requirements for major infrastructure projects
Take responsibility for the development and implementation of project specific strategies to be carried into the EIA process, based on particular project details. Ensuring from the outset that strategies decided upon must withstand the most rigorous of external examination in order to secure Section 37 consent.
Consult with a wide variety of stakeholders such as Local Authorities, Scottish Government, Statutory Bodies, Communities and Interest Group to secure planning consents.
Liaise with appropriate business functions and legal teams to develop strategy and submissions for public inquiry/hearings; manage and liaise with specialist consultants. Where necessary represent the Company on environmental planning matters at such inquiries and hearings. Documentation completed as per need and timescales.
Project management and financial control
To develop, guide and advise on design of projects in order to minimise significant project risk due to planning delays and achieve planning approval.
Tender asses, commission, programme and control specialist environmental consultants in EIA and relationships with relevant part of the delivery business, assuming financial responsibility for capital spend associated with consenting works.
Communicate findings in Environmental Statements of high quality, on time and within agreed budget.
Management and communication of Energy Networks statutory obligations in respect of infrastructure projects
Effectively communicate Energy Networks environmental planning statutory obligations to other business functions and manage engineering, legal, land and other departments outputs to achieve successful delivery of Section 37 Consent.
Assist in the identification of environmental planning training requirements at business level and delivery of training solutions to meet these needs.
Promote biodiversity initiatives through EIA and project proposals.
What you’ll bring
Educated to degree level in planning management disciplines, with preferably a broad experience within the industry – including expert knowledge of the Town & Country Planning Act, Environmental Impact Assessment Regulations and planning and environmental matters generally.
Experience of and responsibility for the delivery of large commercial planning applications, critical to the fulfilment of multi-million-pound capex commitments.
Highly developed communication skills, both oral and written, with the ability to present information effectively to a variety of audiences.
Ability to devise solutions to complex problems/challenges; and the ability to manage competing priorities using sound judgment to determine options and solutions.
Commercial awareness / IT literacy / Customer service skills / Project management
