This vacancy is being announced as a Classified position and may be filled as a Job Appointment or Probational appointment.
A preferred candidate should have a combination of specialized knowledge, technical skills, and soft skills in the context of Davis Bacon and Related Acts (DBRA) and Section 3.

As part of a Career Progression Group, vacancies may be filled from the recruitment as a Housing Finance Specialist 1, 2 or 3 depending on the Level of experience of the selected applicant(s). Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Any college hours or degree must be from an accredited college or university.

Davis Bacon - review certified payrolls via LCP tracker and compare with employee interviews to confirm the payment of prevailing wages and compliance with Davis Bacon and Related Acts.
Facilitate the certification of Section 3 workers and businesses and assist contractors in meeting their Section 3 hiring and subcontracting goals.
Address employee complaints and contractor non-compliance, including coordinating internal investigations and researching applicable laws or procedures.
Hold pre-construction meetings to communicate labor compliance requirements to developers and contractors.
Review constructions contracts to ensure inclusion of the correct Davis-Bacon Wage Determination, Federal Labor Standards Provisions, and Section 3 clause.
Provide technical assistance to contractors regarding compliance requirements, reporting, and using the online payroll reporting system, LCPtracker. Maintain electronic project files, including all documentation necessary to show compliance with DBRA and Section 3.
