JOB SUMMARY: This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Centers for Coastal Ocean Service (NCCOS), Marine Spatial Ecology Division, with one vacancy in Silver Spring, MD. MAJOR DUTIES: As a Supervisory Research Social Scientist, you will perform the following duties: Serve as Senior Research Scientist and Subject Matter Expert to provide expert knowledge and guidance related to social theory and social science research methods to support the delivery of research findings, data, and decision support tools for coastal management and water resource needs at the national, state, and local levels. Provide direction and oversight for the social science program. Identify opportunities and initiate plans for the application of socioeconomic data to inform policy and management decisions. Develop annual project spend plans and associated contract statements of work, as necessary. Design and implement research on social systems in a natural resource context, including human use of coastal and marine ecosystems, ecosystem service valuation, and community vulnerability and resilience. Develop research projects to support coastal communities, disadvantaged/vulnerable communities, counties/municipalities, coral reef jurisdictions, and National Oceanic and Atmospheric Administration (NOAA) jurisdictional management units. Develop and implement primary data collections and use secondary data to answer research questions related to social and social-ecological systems. Interpret and disseminate research findings. Provide peer services. Establish and maintain collaborations with internal and external partners. Represent leadership in scientific meetings and advise leadership on strategic direction related to the performance and growth of the social science program. As a supervisor, distribute and balance the workload of team members in accordance with established work flow or job specialization. Assure timely accomplishment of the assigned workload and monitor the status and progress of projects. Oversee adjustments in accordance with established priorities, instruct team members on specific tasks and job techniques, and answer questions from team members about procedures, policies, directives, etc. Review and oversee the amendment of or reject work that does not meet established quality standards, and notify the supervisor of significant problems. Inform employees of available services and employee activities. Resolve team conflicts complaints of subordinate team members. Evaluate staff performance, progress, and training needs.
