POSITION SUMMARY:
The Sr. Contract Specialist develops, coordinates, and administers contracts for large contract value products and/or critical services for Primoris Renewable Energy. Negotiates, extends, and renegotiates contracts as appropriate. Serves as a primary point of liaison with subcontractors, monitors existing contracts for compliance with terms and conditions.
PRIMARY JOB RESPONSIBILITIES:
- Negotiate, establish, and administer contractual arrangements for subcontract services in emerging markets that PRE considers vital to achieving revenue goals.
- Evaluate or monitor contractor performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.
- Formulate strategies to implement master agreements and multi-project awards to drive long-term cost reductions
- Prepare requests for proposals and manage the bidding process from sourcing subcontractors to contract execution.
- Analyze and approve or reject internal and/or contractor requests for deviations from contract specifications and delivery schedules.
- Analyze price proposals, financial reports, and other data to determine reasonableness of prices; review and interpret contract provisions to achieve cost efficiencies and reductions where feasible.
- Assess contractor service value and product/service reliability relative to cost; plans, organizes, and coordinates acquisition alternatives, as appropriate.
- Serve as a primary liaison with contracting representatives to ensure compliance with contract specifications and resolution of problems and issues, as they arise.
- Resolve major contractual disputes
- Work with the legal department to ensure risks are mitigated
- Monitor and evaluate contractor performance against contract specifications and recommends appropriate remedial action as necessary.
- Manage relationships with key Subcontractors critical to driving project costs
- Formulate, develop, and/or revise operating policies, procedures, and strategies for the organization.
- Train and develop Contract Specialists.
EDUCATION & EXPERIENCE REQUIREMENTS:
- BS degree in business administration or equivalent.
- Experience in solar, power generation or construction required.
- 5+ years of experience in Procurement.
- 3+ years of experience negotiating contracts.
- At least one year of Solar EPC subcontracting experience
- At least three years of construction industry experience
- Knowledge of procurement rules and regulations.
- Knowledge of contractor compliance issues and procedures, as applicable to a public institution.
PREFERRED SKILLS/ABILITIES:
- Experience in Microsoft (Word, Excel, etc.) is required.
- Experience and skill with SAP & Viewpoint preferred.
- Proficient in development and adherence to procurement procedures and plans.
- Multi-task and provide support to multiple internal clients daily.
- Ability to travel as needed (approximately 5-10%)
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community
- Ability to analyze and solve problems.
- Ability to make procedural decisions and judgments with minimal oversight and guidance
- Ability to benchmark suppliers, evaluate proposals and present findings to management.
- Organizing and coordinating skills.
- Skilled in the negotiation and establishment of contractual arrangements for goods and services.
- Ability to assess contract compliance and product/service quality.
