JOB SUMMARY: This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Financial Officer (OCFO), Finance Office (FO) with one vacancy located in Silver Spring, MD. MAJOR DUTIES: As a Supervisory Accountant, you will perform the following duties: As the Deputy Director of the Finance Office in the National Oceanic and Atmospheric Administration (NOAA), report directly to the Director of Finance. Set goals and priorities for and oversee functions performed by the office through its four component divisions, including: accounting operations, financial statements and reporting, funds management, internal controls, audit liaison activities, and financial policy/guidance for a large, complex bureau. Manage the development and maintenance of policies and processes that ensure robust monitoring of the bureau's financial management activities and achieve compliance with applicable laws and regulations, internal and external policies, Generally Accepted Accounting Principles (GAAP) and Federal accounting standards. Supervise the four division directors in the Finance Office and develop, implement and monitor resource allocation and accountability, including the systematic measurement of performance of the office. Provide leadership for the office's personnel management, including recruitment and hiring, resource productivity and utilization, performance management, training and professional development, succession planning, and ongoing employee engagement. Reinforce an environment of coaching, teamwork, creative thinking, and support. Utilize expert understanding of GAAP and authoritative Federal financial guidance to provide advice/recommendations to senior management, line and staff office leaders, and Finance Office subordinates on full range of accounting and financial management matters. Lead cross-office or cross-functional teams to analyze problem areas, determine actions required to improve operations effectiveness and enhance controls, and maintain the integrity, accuracy and validity of accounting records and financial information; lead collaboration and implementation efforts. Direct analysis of new legislation, proposed policy, or program changes to determine impacts to bureau's financial position, programs, operations, systems and internal controls; develop recommendations for bureau position on proposed changes; and present to internal/external stakeholders both orally and in writing.
