MAJOR DUTIES: As a Budget Analyst, you will perform the following duties: Perform analytical budget duties and analyze prior year spending. Formulate budget estimates. Coordinate with the Office of Oceanic and Atmospheric Research (OAR) Program Offices and the National Oceanic and Atmospheric Administration (NOAA) Budget Office for the purpose of monitoring and reconciling spending. Apply overheads and ensure full-cost recovery for appropriated and reimbursable funds. Prepare budget reports, assist in Fiscal Year-end closeout and respond to data calls. Responsible for budget analysis, planning, and execution, budget methods and techniques, fiscal fund control and procedures and acquisition. Review Business Applications Solution (BAS) document status reports to assure correct obligations identified and initiate corrections for erroneous entries, administrative policies and procedures, and support systems. Utilize spreadsheets, word processing, and database software. Perform various types of cost analysis and planning. Extract and manipulate data from databases and non-automated sources to establish and maintain a cost database. Develop budget operating plans and labor projections. Coordinate and process procurement, contracts, and inter-agency agreements for the office and works with the agency's budget office, other program office budget analysts, business managers and Office Budget Execution Division to execute the budget.
