JOB SUMMARY: This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Habitat Conservation (OHC) with a total of three (3) vacancies in one or more of the following duty locations: Silver Spring, MD; St. Petersburg, FL; Baton Rouge, LA; Charleston, SC; Aguadilla, PR; Portland, OR; Seattle, WA; Lacey, WA; Santa Rosa, CA; Sacramento, CA; Long Beach, CA; Honolulu, HI; or Anchorage, AK. MAJOR DUTIES: As a Program and Policy Analyst you will perform the following duties: Serve as a policy consultant and advisor to ensure the National Oceanic and Atmospheric Administration (NOAA) is effectively implementing Federal law and Administration policies related to tribal and underserved communities, including but not limited to E.O. 13985, "Advancing Racial Equity and Support for Underserved Communities Through the Federal Government." This includes engaging with and understanding barriers that Tribes, Indigenous, and underserved communities face when applying for and accessing funds from the Bipartisan Infrastructure Law (BIL) and associated programs. Analyze policies and identify, document, and communicate related policy issues and requirements, as well as potential program deficiencies or areas for growth. Make recommendations that can address impacts to communities and program or policy issues and challenges. Facilitate a strong working relationship between NOAA and federally-recognized and other Tribes and Indigenous, or underserved communities, to advance implementation of the BIL. Develop and maintain relationships with Tribal Liaisons/Coordinators within NOAA and in other federal agencies to share approaches and broaden the network of expertise to address current and future Tribal needs. Work with NOAA staff to clarify expectations and enhance efforts to advance meaningful engagement, partnership, and relationships with rural and underserved communities in the design and development of BIL project outcomes and investments.
