JOB SUMMARY: This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Financial Officer (OCFO), Budget Office (BO) with one vacancy in Silver Spring, MD. As a Supervisory Budget Analyst, you will fulfill the role of Chief for the Budget Execution Division, NOAA Budget Office. MAJOR DUTIES: As a Supervisory Budget Analyst, you will fulfill the role of Chief for the Budget Execution Division, NOAA Budget Office which includes performing the following duties: Serve as Chief for the Budget Execution Division of National Oceanic and Atmospheric Administration's (NOAA's) Budget Office by advising, supervising and performing budgetary functions within the office. Lead NOAA's budget execution and financial management oversight, policies and procedures, and guidance. Complete and submit detailed and complex financial documents and reports related to budget appropriations, apportionments, allotments and allocations. Develop and use administrative controls to ensure that the agency's funds are used effectively and efficiently and in compliance with appropriations law and regulations Serve as the technical expert to NOAA leadership NOAA Line and Staff Offices during the budget execution phase of the federal budget process in NOAA. Provide technical and administrative guidance to subordinates performing the budgetary and administrative duties within the division. Apply mastery of the principles and concepts of budget and finance and expert knowledge of the rules and regulations of the budget process within the Federal government, including but not limited to guidelines from Department of Commerce (DOC), NOAA, Office of Management and Budget (OMB), the Comptroller General and the Treasury Department. Perform the full range of supervisory duties including recommending appointments, promotions, or reassignments. Identify training and development needs of employees, provide and make arrangements for training and development opportunities. Organize and assign the work to subordinates. Evaluate and provide advice and counsel on employee performance. Hear and resolve complaints and grievances from employees.
