This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Centers for Coastal Ocean Science (NCCOS) with one vacancy in Silver Spring, MD. MAJOR DUTIES: As a Research Survey Statistician, you will perform the following duties: Lead, develop, and execute expert research using established and novel statistical methods and analysis for surveys. Accountable for the delivery of data, models, findings, decision-support tools, and other research products. Lead and manage vendor contract interactions to implement data collections and is the technical expert assigned to subcontracts on data collection. Develop and execute expert methodological designs, survey designs, and collection procedures. Create plans for quality control and production control systems. Develop data collection specifications. Plan for data processing, storage, and archive, per federal requirements. Lead and oversee the development, execution, and documentation of weighting plans, inclusive of non-response adjustment and bench-marking. Construct, procure, evaluate, and/or approve appropriate sample frames. Identify and execute the statistical methods and techniques applicable to the subject matter. Lead development of training manuals, procedural manuals, and related materials for data collections. Design, review, and approve scientific instruments and procedures governing the administrative and technical features of the data collection process or system. Plan, oversee, and/or implement pre-collection testing. Responsible for vendor contract interactions to implement primary data collections. Design and execute systems or processes to control incoming data and data collection materials. Execute or oversee data cleaning and diagnostics. Independently conduct advanced statistical analyses of data using appropriate statistical methodologies. Prepare or oversee the preparation of summary reports on sample design, weighting procedures, methodological issues, and study findings. Lead production of statistical technical reports, papers, or other releases that summarize research findings.
