Job Summary:
Environmental Engineer within the EHS Department located within the Dallas corporate office. Ensure compliance with local, County, State, and Federal land use and environmental entitlements, laws, ordinances, regulations, and standards for solar and wind projects under construction or for multiple operating solar and wind power plants. Additional functions include tracking and/or preparation/development of compliance documentation for reporting to government agencies, financing institutions, clients, and internal management; preparation of applications and obtaining of environmental permits; development of compliance plans; preparation of training materials and training of operations staff; management of diverse technical teams including internal experts and outside consultants; and auditing to ensure compliance systems and plans are effective.
Responsibilities:
- Develop SPCC Plans for sites being turned over from construction to operations, conduct 5-year reviews of SPCC Plans, and provide SPCC Plans updates as required for both technical and non-technical changes.
- Complete annual Tier II reporting for all operational sites and complete initial Tier II reporting for sites being turned over from construction to operations.
- Ensure SWPPP compliance of applicable sites and SWPPP closeout for sites being turned over from construction to operations.
- Assist in the development of environmental management system to include to the standardization of decommissioning sites, utilization of water resources at sites, recycling and waste management for sites, procedures for fugitive emissions, and approaches to managing environmental risks.
- Develop site specific waste plans (Universal Waste, etc.).
- Participate in the creation of environmental policies and procedures.
- Conduct environmental audits of operational sites to ensure compliance with all environmental regulations and permit requirements.
- Conduct environmental audits of construction sites to provide additional oversight of SPCC and SWPPP compliance.
- Participate in turnover of project sites from construction to operations.
- Ability to synthesize large amounts of complex data, prepare written reports, and communicate effectively with regulators, internal management, and project owners in written and verbal form.
- Provide training to construction and operational staff on environmental regulations and permit requirements.
Qualifications:
- Bachelor's degree in engineering (environmental engineering, chemical, civil, mechanical, or petroleum).
- Five years environmental engineering experience. Construction experience and renewable energy experience preferred.
- Broad based knowledge of environmental regulations, programs, best-practices, and systems.
- Preparer/Develop level expertise with regulatory plans and submissions (e.g., SPCC, HMBP, SWPPP, air permits, Tier II Reporting, Waste Generator, ID, and Waste Manifesting, etc.)
- Valid PE License required, preferably in the State of TX.
- Strong technical and problem-solving skills including attention to detail, accuracy, and completeness.
- Strong interpersonal, oral, and written communication skills and the ability to communicate effectively with project team members, regulators, internal management, project owners, and contractors.
- Ability to determine the appropriate tools and techniques for each phase of the project management lifecycle.
- Being able to plan and manage projects from development to closing.
- Basic computer skills, including the use of spreadsheets.
- Willingness to travel to meet project needs (25-50% travel requirement).
- Have a valid driver’s license.
