SAIC’s Navy Business Group is seeking an Environmental Analyst to assist Chief of Naval Operations, Installations Division (OPNAV N4I2) for Environmental program support. This position will be primarily remote with requirements to support meetings located at the Pentagon.
Note\: Candidate will need be located within driving distance (approx. 100 miles or less) from Washington D.C. for periodic meetings at the Pentagon (approx. monthly).
JOB DESCRIPTION\:
This position will provide remote and on-site support with Navy Encroachment Risk Protection. The incumbent will assist with efforts to minimize impacts to Navy’s operations, testing, and training; which may require providing briefs, letters, point papers, meeting notes, and other materials to address priority encroachment threats. N4I2’s role in encroachment management includes; policy and program oversight, analysis of applicable laws and regulations, review of development proposals and studies, and advocacy for Navy mission requirements with internal and external stakeholders.
The incumbent will support briefings to Department of Defense (DoD) senior leadership, draft responses to encroachment inquiries from Congress and other interested stakeholders; analyze encroachment effects on testing, training, operations, and mission readiness; facilitate program execution and policy compliance; support strategic engagement with government and industry stakeholders to protect Navy's equities; review technical reports, new or proposed rules, regulations, legislation, and executive orders pertaining to encroachment; and coordinate DoD Military Aviation and Installation Assurance Siting Clearinghouse (SCH) tasks.
REQUIRED EXPERIENCE AND CLEARANCE\:
- Bachelor’s degree and three (3) years’ experience. Preferred degree within related field\: Environmental/Natural Science, Public Policy Administration, Land Use Planning, Economics, or Business. Experience with Department of Defense and Department of Navy Environment and Energy Policy.
- Excellent communication and computer skills; MS Office®, specifically Word®, Excel®, and PowerPoint®. Possess strong interpersonal, presentation, verbal, and writing skills.
- Knowledge of US Environmental policies, such as the National Environmental Policy Act.
- Candidate must be a US Citizen.
- Must currently hold an active Secret Security Clearance.
DESIRED EXPERIENCE:
- Experience with training and range operations and encroachment issues.
- Experience with Energy Project analysis.
- 3 years’ experience supporting a Command Staff or equivalent level organization.
