Job Description
Mid-level Environmental, Safety and Health (ESH) Point of Contact position supporting Site Operations Officeconstruction related operations and activities. Provide technical guidance and safety oversight for hazard ID andcontrol of new or modified work. Capable of working independently in frequent interactions with support staff,projectmanagers,facilitymanagers,seniormanagers,andDepartmentofEnergy(DOE)counterparts
Perform ESH oversight for construction subcontractor projects including:
Conducting hazard/risk assessments on construction related project activities.
Review construction subcontractor project Activity Hazard Analysis (AHA) and hazard ID and control measures.
Respond to staff and subcontractor inquiries and requests for assistance on ESH matters.
Perform pre-job reviews and provide feedback on safety plans and AHA for subcontractors.
Develop and issue Construction Subcontractor Safe Work Permits (SWP).
Review and verify subcontractor’s personnel training and qualification records.
Review and evaluation of subcontractor’s safety programs.
Conduct safety reviews for excavation activities.
Review lift plans for cranes, hoists, forklifts, and other lifting equipment.
Conduct environment, safety and health orientations for subcontractors.
Review construction fall protection plans and fall hazard analysis.
Participate in design reviews for construction of building and equipment.
Coordination with Project Managers to provide oversight of subcontractors to ensure they comply with all Federal, State and Local safety and environmental requirements and applicable NREL programs and procedures.
- Attend subcontractor weekly coordination meetings.
- Review daily plan of the days (PODs) for verification of subcontractor’s planned work activities.
Perform Other ESH functions including:
- Present ESH-related information at meetings.
- Assist in resolution of ESH concerns and issues.
- Develop, implement, and administer assigned NREL ESH programs and Office Desk Procedures.
- Conduct ESH inspections, audits and oversight assessments on construction subcontractor projects or work activities.
- Develop and provide ESH training to various organizational units. The training may be formal scheduled classes or informal, on-demand training on special topics.
- Support the implementation of Environmental Programs in areas such as National Environmental Policy Act (NEPA), air quality, water quality, chemical and waste management, natural resources, storage tanks, spill prevention, construction, and Environmental Management Systems (EMS).
- Ability to effectively communicate technical information to staff at all organizational levels, who may have varied levels of ESH expertise or understanding of ESH requirements.
- Collaborate and communicate with staff, Project Managers, Facility Managers, Research Operations Managers, Line management, and Department of Energy counterparts.
- Perform special project technical work, individually and as a team member or team leader.
- Act as backup for projects and programs assigned to other ESHQ Office members.
- Support incident investigations and causal analyses as needed. Follow-up on corrective action implementation.
- Knowledge of and proficiency in DOE, Federal, State, Local and Construction industry standards, directives, and regulations.
- Proven ability to perform complex professional tasks independently and to analyze and develop innovative solutions to problems.
- Able to independently organize own work to meet established objectives, using discretion in performing assigned duties.
- Strong interpersonal, verbal, and written communication skills.

Basic Qualifications
Relevant Bachelor's Degree and 5 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 3 or more years of experience or equivalent relevant education/experience. Or, relevant PhD or equivalent relevant education/experience. Or, relevant JD or equivalent relevant education/experience. Complete understanding and wide application of technical principles, theories and concepts in the field. General knowledge of other related disciplines. Considerable knowledge of laws, regulations, principles, procedures and practices related to specific field. Strong leadership, project management and problem solving skills. Ability to use various computer software programs.

Additional Required Qualifications
- Demonstrated leadership in one or more areas of team, task or project responsibilities.
- Extensive technical knowledge of ESH practices, procedures and techniques.
- Excellent interpersonal and oral communications skills.
- Excellent technical writing skills.
Preference will be given to candidates with this experience:
- Associated Safety Professional (ASP).
- Extensive experience performing construction safety oversight
- Ability to lead and participate on both intra-office and cross-organizational teams.
- Ability and willingness to occasionally wear respiratory protection, including a full-face respirator.
- Working knowledge of OSHA standards and NFPA 70E
- Ability to travel on occasion.
- Ability and willingness to work weekends and/or evenings on occasion as need arises.
- Proficient computer skills, including MS Office Suite, e-mail and ability to quickly learn database software applications, such as FileMaker.

Job Profile: Professional III / Annual Salary Range: $79,600 - $143,300
