SENIOR MANAGER, ENVIRONMENTAL INFRASTRUCTURE PROGRAMS
SUMMARY:
The Connecticut Green Bank (hereafter "Green Bank") is seeking a Senior Manager to join its growing Environmental Infrastructure Programs team.
The Senior Manager, Environmental Infrastructure Programs will help the Green Bank to develop and implement a new business unit of the organization and transform public and private investment in environmental infrastructure. The Senior Manager will be tasked with supporting the Director and Green Bank colleagues with the design, implementation, and oversight of new programs to deploy environmental infrastructure in the state with a focus on decarbonization and climate resilience. A core goal of this business unit is ensuring increased investment in vulnerable communities, as defined by Connecticut Public Act 20-05.
We are a quasi-public authority and the nation's first state-level "Green Bank," leveraging public funds to increase and accelerate private investment in the green economy of Connecticut. EXAMPLES OF DUTIES:
Individual responsibilities will include:
- Overarching: Working with the Environmental Infrastructure Programs team and Director to grow the business unit, including ensuring that no less than 40 percent of investment and benefits from such programs are directed towards vulnerable communities.
- Program Development & Management: Supporting the development, management, and execution of programs and activities that deliver against the team's comprehensive plan targets and produce quantifiable climate adaptation and resilience and decarbonization benefits. This includes product design and implementation, stakeholder collaboration and engagement, and impact measurement, evaluation, and reporting. The selected candidate may own aspects of program development and will be charged with maintaining the work plan and managing its implementation.
- Project Pipeline & Deployment: Supporting market research, engagement, and business development to develop a pipeline of investible projects, inclusive of projects that benefit low-income and disadvantaged communities. Supporting transaction origination and capital deployment.
- Helping to liaise with state agencies (e.g., Connecticut Department of Energy and Environmental Protection, Department of Agriculture, Department of Public Health) to consolidate existing project pipelines and create a Green Bank screening and prioritization of pipeline, while working to align programs and initiatives to take advantage of shared resources and programmatic synergies in order to support public policies and targets.
- Operations Management: Supporting the Director in effective management of systems, processes, and collaboration across the Environmental Infrastructure Programs team, especially with Green Bank colleagues, vendors, awardees, advisory committee(s), and outside consultant scopes of work.
- Consultant Support: Managing the work of consultants, where necessary, to support the program in areas where Green Bank does not have specific in-house expertise.
- Budget Management: Working closely with the Director to manage the program budget, ensuring that resources are allocated effectively.
- Monitoring and Reporting: Supporting the development of key performance indicators (KPIs) and helping to regularly monitor, track, and communicate quantifiable climate-related benefits across programs and transactions.
- Compliance and Regulation: Staying current with environmental regulations and ensuring that all programs are in compliance with relevant laws and guidelines. Proactively anticipating and addressing any issues or challenges that may arise.
- Raising Resources: Performing research and supporting proposal development for strategic opportunities to advance environmental infrastructure projects and programs, especially in vulnerable communities.
- Public Policy: Supporting the preparation of and response to priority policy actions that help to accelerate the flow of private capital into environmental infrastructure projects and markets that energize the green economy (e.g. public hearing testimony).
- Public Speaking & Representation: Representing the Green Bank on appropriate task forces or committees relevant to environmental infrastructure. Representing the Green Bank to the public in speaking engagements including webinars and in-person events.
- Other duties as assigned.
The overall duties of this position will be refined based on the skills, qualifications, and experience of the individual hired and the ongoing needs of the team.

- Entrepreneurial experience in supporting the start-up of new programs or initiatives, including demonstrated experience assisting, originating, and completing transactions.
- Proven experience in project execution, preferably in the field of environmental infrastructure, conservation financing, or community development.
- Demonstrated passion advancing the field of environmental infrastructure and nature-based solutions through innovative funding and financing models.
- Strong management skills with the ability to coordinate with and motivate a diverse team.
- Excellent communication and interpersonal skills.
- Demonstrated ability to understand social and ecological principles and financial market dynamics and to integrate them into strategies and actions.
- Ability to promote and articulate the benefits of environmental infrastructure financing products to potential customers.
- Strong analytical and problem-solving abilities.
- Comfort with uncertainty and an inclination to prevent or solve problems.
- Ability to anticipate and/or ascertain the needs of partners and stakeholders.
- Proficiency in project management software and tools.
EXPERIENCE AND TRAINING:
General Experience:
- Qualified candidates must have a bachelor's degree in a related field (e.g., environmental science, community planning, conservation resource management) from an accredited university and at least 7 years' experience in program and product creation and project management in a field related to environmental infrastructure, conservation finance, community development, municipal finance, nature-based solutions, natural climate solutions, land conservation, and/or resource management.
Substitutions Allowed:
- A master's degree in conservation finance, community development, environmental economics, law, business administration or other relevant field may be substituted for two additional years of general experience.
The Green Bank will determine if this position will be filled at the Manager, Senior Manager, or Associate Director level based on the experience and qualifications of the individual selected.
EMPLOYMENT DETAILS:
- This position reports to the Director, Environmental Infrastructure Programs.
- It is expected that the position will be based in our Hartford, CT or Stamford, CT offices, with the opportunity for some remote work.
- State of CT benefits package, including generous time-off, health insurance covering medical, dental and vision, retirement, student loan reimbursement, tuition reimbursement for continuing education, and paid leave.
- Expected salary ranges from $90,000 - $140,000, but the final salary will be commensurate with experience, skills, and qualifications.
