JOB SUMMARY: This Senior Executive Service (SES) position is in the Office of Enforcement and Compliance Assurance, Office of Criminal Enforcement, Forensics, and Training, Criminal Investigation Division. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. Partial work-from-home flexibilities may be authorized. MAJOR DUTIES: This position is located in the immediate office of the Criminal Investigation Division (CID), in the Office of Enforcement and Compliance Assurance (OECA), Office of Criminal Enforcement, Forensics, and Training (OCEFT). The Criminal Investigation Division is responsible for leading Agency-wide criminal investigative activity; development of national guidance and policy on widely varied investigative issues relating to environmental case development; development and implementation of training programs for technical and investigative issues relating to environmental case development; development and implementation of training programs for a diverse staff; and coordination of the Agency’s joint investigations with outside law enforcement agencies and the EPA. CID leads the development of criminal requests for prosecutorial assistance to the Department of Justice, and participates as required in the prosecution of environmental criminal cases. Specific duties may include, but are not limited to: - Serving as the executive-level expert and principal advisor to OCEFT’s Director and Deputy Director, OECA’s Deputy Assistant Administrator, Principal Deputy Assistant Administrator, and Assistant Administrator on criminal investigation matters relating to the violation of environmental laws. - Overseeing the Agency’s national investigative program operations to ensure consistent investigative practices are instituted at all area and satellite offices. - Collaborating with other EPA offices, federal agencies, and state law enforcement to develop investigations for the criminal violation of environmental rules and regulations. - Overseeing and recommending approval of Request for Prosecutorial Assistance from the CID to the Department of Justice for prosecution. - Developing and implementing investigative policies and procedures. - Overseeing the training for special agents and other multidisciplinary staff. - Conducting routine evaluations of the program operations and modifying policies and practices as needed to achieve organizational goals. - Supervising a complex organization and providing direct leadership to subordinate managers and supervisors while performing the required supervisory duties including staffing and succession planning, employee recognition and promotions, performance management, and other human resources and budgetary functions.
