JOB SUMMARY: This Senior Executive Service (SES) position is in the Office of Chemical Safety and Pollution Prevention, Office of Pollution Prevention and Toxics, Sustainability, Prevention and Right-to-Know Division. About OCSPP. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. Partial work-from-home flexibilities may be authorized. MAJOR DUTIES: This Senior Executive Service position is located in the Office of Chemical Safety and Pollution Prevention, Office of Pollution Prevention and Toxics (OPPT), Sustainability, Prevention, and Right to Know Division (SPRKD). OPPT evaluates risks of chemicals and requires risk reduction and responsible risk management practices through the life cycle of these chemicals; promotes pollution prevention activities and the design, development, and application of safer chemical processes and technologies in the industrial sector; and provides the public with information about releases of toxic chemicals in their communities to improve chemical safety and protect public health and the environment. SPRKD provides both national program leadership and support for work that primarily focuses on implementing the Pollution Prevention Act (PPA), as well as the Emergency Planning and Community Right-to-Know Act (EPCRA), and the Toxic Substances Control Act (TSCA). Specific responsibilities of the position include: Establishing national grant programs to implement pollution prevention mandates under the Bipartisan Infrastructure Law, including innovations to address environmental justice more explicitly through the grants. Establishing national programs under the Inflation Reduction Act to support businesses developing environmental product declarations (EPDs) for construction products and materials and to establish a labeling program for low-embodied carbon in those products and materials. Providing assessment, information, and recommendations of environmentally preferable standards, specifications, and ecolabels, to support procurement across federal agencies. Leading the full life cycle of the Safer Choice product labeling program and Safer Chemical Ingredients List, including product review and certification. Assessing and developing case studies and success stories from PPA initiatives for safer chemistry and safer chemical practices to support potential risk management under TSCA. Leading right-to-know mandates under EPCRA by developing and publishing Toxics Release Inventory National Analyses, and refining and enhancing tools for assessing toxic burdens and environmental justice. Establishing partnerships and conducting outreach to industry/business, states, local communities, public health organizations, academia, internal EPA program offices and regions, and other federal agencies.
