JOB SUMMARY: This Senior Executive Service (SES) position is in the Office of Chemical Safety and Pollution Prevention, Office of Pollution Prevention and Toxics. About OCSPP. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. Partial work-from-home flexibilities may be authorized. MAJOR DUTIES: The Office of Pollution Prevention and Toxics (OPPT) evaluates industrial chemicals and both requires and promotes risk reduction and responsible risk management practices throughout the life cycle of chemicals; promotes pollution prevention activities and the design, development, and application of safer chemical processes and technologies in the industrial sector; and promotes public understanding of the risks of chemicals and public involvement in environmental decision-making through development and dissemination of information on toxic chemicals. Together with the Director and Deputy Director for Programs, the incumbent is responsible for the implementation of several important environmental statutes with broad cross-media impacts and is critical to helping OCSPP and the Agency meet its chemicals management goals and obligations. In support of the Director, the Deputy Director for Management has operational leadership responsibility across the full range of programmatic and mission support activities with the primary responsibility of ensuring a high performing organization capable of meeting the required deadlines in a sustainable fashion over time with high quality deliverables. Specific responsibilities of the position include: Participating in resource and strategic planning and determining the appropriate utilization of existing staff and other resources to ensure appropriate allocation and expenditure, as well as overseeing OPPT’s execution of the budget. Assisting in formulating policy and strategies to support requests for staffing and financing to implement Agency plans. Providing leadership in developing and maintaining an effective workforce, capable of managing the program’s workload, including overseeing the implementation of foundational programmatic training associated with on-boarding new staff. Providing leadership within OPPT for Government Accountability Office and Office of Inspector General audits and investigations. Identifying and implementing process improvements to administrative processes within OPPT. Collaborating with the Division Directors, who carry out the national programs assigned to OPPT. Providing leadership to expand partnerships and collaborations within OPPT and the Agency, including to identify innovative and collaborative resource sharing opportunities with other Offices.
