MINIMUM ENTRANCE REQUIREMENTS\: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.
Substitutions\:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE\: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.

MassDEP seeks applicants for the position of Environmental Analyst IV (EA IV) within the Bureau of Air and Waste (BAW) Solid Waste Section at MassDEP’s Western Regional Office (WERO), located in Springfield, MA.
The EA IV will primarily oversee the operation of the Springfield Materials Recycling (MRF) facility as well as perform other community engagement related outreach with regards to solid waste and recycling efforts.
Primary duties include:
·Monitor all aspects of the Springfield Materials Recycling Facility (MRF), including public tours, operator’s contract, municipal contracts, all necessary repairs to the facility and the contracts and bidding process required to obtain services.
·Oversee work provided by professional contractors, work with recycling haulers, calculate and assess public education fees, calculate and oversee municipal payments.
·Compile and analyze Springfield MRF data, including review and report production on financials and facility operations.
·Provide technical assistance and support to the Springfield MRF Advisory Board.
·Conduct outreach and technical assistance efforts to municipalities, particularly Environmental Justice communities with regards to solid waste management issues and recycling efforts.
·Participate in school-related functions including presentations to students, participation in school related fairs, etc.

Preferred Qualifications and Experience:
·Strong knowledge of, and experience with, Solid Waste and Recycling operations.
·Strong knowledge of the processes associated with the Commonwealth bidding, contract procurement, and contract management processes.
·Ability to communicate clearly and concisely both verbally and in writing.
·Ability to analyze and determine the applicability of environmental data to draw conclusions and make appropriate recommendations.
·Ability to work independently and to maintain a diplomatic and effective working relationship with coworkers, the general public, regulated community and public officials.
·Demonstrated knowledge and experience in risk communication.
·Ability to analyze and assimilate scientific information, draw conclusions, and effectively summarize and communicate information for diverse audiences.
·Excellent organizational skills
·Proficiency with Microsoft Office Suite applications (Word, Excel, Outlook, etc.).
·A valid driver’s license is required.
