Job Description:
Job Duties:
• Review 404 (Dredge & Fill) applications for Water Quality impacts. Write 401 Water Quality Certification letters on certain 404 permits (Individual Permits, Nationwide Permits)
• Confer with regulatory & resource agencies on 404 applications. Represent NDEE in the Interagency Review Team, which oversees the wetland mitigation banking program in Nebraska. Attend field site visits concerning 404 application projects.
• Confer with 404 applicants & their representatives on dredge and fill projects.
• Conduct NEPA like water quality project reviews on early-stage projects.
• Conduct presentations and informational material distribution to various conferences and civic and professional groups around the state to educate the public and public servants about NDEE Water programs.

What you will do!
The successful applicant will be responsible for coordinating the Clean Water Act Section 401 Water Quality Certification program. This position fills the role as the states representative to conduct water quality reviews on 404 permits. This position helps protect the water quality within wetlands and streams of the state and if impacts are made then mitigation is required. This position will also assist with other projects within the Water Planning Section.

Requirements / Qualifications:
Minimum Qualifications: Bachelor of Science Degree in biological sciences, physical sciences, natural sciences, environmental engineering, or related field consistent with the duties of the position including soil science, chemistry, hydrology, ecology, technical writing, and resource planning and one year of fulltime professional experience in a related field consistent with the duties of the position.
Preferred Qualifications:
Ability to work independently on projects; Ability to work well as a team; Ability to adapt and overcome obstacles; Rules or regulation writing experience; Legal experience; Ability to complete assigned tasks in a reasonable amount of time.

Valid driver’s license or ability to provide independent transportation, regular and reliable attendance required; Ability to travel up to 20% of the time with occasional overnight stays; Ability to lift 20 pounds; Ability to climb, bend and stoop; Ability to work in outdoor temperature extremes; Ability walk on uneven terrains and steep slopes to accomplish tasks; Ability to walk long distances; Ability to maintain regular and reliable attendance.
Knowledge Of: applicable federal and state laws and regulations, (e.g., Clean Water Act, Endangered Species Act, National Environmental Policy Act, Nebraska Environmental Protection Act, and State Water Quality Standards), permitting processes, GIS software; principles of ecology, geology and hydrology; engineering; biological, physical and chemical sciences; statistical and analytical methods; word processing, spreadsheet and database management computer software.
Skill In: effectively communicating with individuals and groups with varying technical backgrounds to collect and relay information; listening to and understanding others; prioritizing workloads; using analytical judgment to make decisions; public speaking and providing presentations.
Ability To: learn and apply local, state and federal environmental laws, regulations and standards; learn, apply and uphold agency policies and procedures; read and interpret topographic and geologic maps; organize, analyze and interpret data to draw conclusions and prepare reports and technical papers; use analytical tools and software including ArcGIS to evaluate issues and make informed decisions; establish and maintain effective relationships with the public, federal, state, and local agencies.
