System Requirements
The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, the preservation of wetlands and coastal resources and commits to address Environmental Justice and equity for all people of the Commonwealth.
MassDEP seeks applicants for the position of Environmental Analyst III (EA III). The position is assigned to the Western Regional Office Drinking Water Program (DWP), located in Springfield, MA. Performance of these duties requires the professional environmental analytical work of substantial difficulty and importance.
Under the supervision of the DWP Chief or an employee of higher grade, the EA III assists in the implementation of the MA Drinking Water Regulations and the Safe Drinking Water Act with duties including the following:
·Conducting inspections and evaluations of all technical, managerial, and financial operations of public water systems operations.
·Reviewing/permitting source development, source protection and water withdrawals.
·Writing inspection reports, correspondence, conducting associated data entry and following up on corrective actions.
·Reviewing and evaluating water quality monitoring data including; Lead and Copper monitoring data, bacteria monitoring data, PFOA/PFAS monitoring data and all other water quality monitoring by Public Water Systems.
·Developing enforcement cases for public water systems associated with violations discovered during inspections or in review of Water Quality monitoring data for compliance per MassDEP Enforcement Response Guidance, as appropriate.
·Tracking and ensuring compliance with requirements of enforcement agreements with and orders to public water systems.
·Providing technical assistance to public water systems, municipal officials and general public.
·Maintaining MassDEP’s database systems as appropriate.
In addition to the primary focus on water duties this position may, depending upon the skills of the applicant and needs of MassDEP, occasionally be assigned to perform duties related to wastewater or other program functions.
Preferred professional experience:
·Demonstrated knowledge of the principles and practices of environmental science and public health, including knowledge of the Drinking Water Regulations and associated guidance and policy documents.
·Familiarity with water quality sampling and laboratory practices and reviewing/evaluating water quality data.
·Public Water System operations, drinking water system design and drinking water treatment system design and operation.
·Knowledge of geology/hydrogeology necessary for water source development, protection, water withdrawal permitting and reporting.
·Experience conducting scientific studies and preparing reports in such areas as contamination migration, hydrology, hydrogeology.
·The ability to translate scientific information to permits and compliance requirements
·Experience implementing Massachusetts General Laws and regulations.
·Knowledge of the methods of general and technical report writing.
·Ability to express ideas clearly both orally and in writing.
·Experience in dealing with the public and public officials.
·Experience with word processing, spreadsheets, and familiarity with ACCESS, EXCEL and GIS.
The selected candidate must be able to:
·wear and utilize safety equipment.
·climb stairs and ladders.
·negotiate uneven terrain, catwalks and heights.
·lift up to 40 pounds.
·Valid driver’s license.
MINIMUM ENTRANCE REQUIREMENTS\: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions\:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE\: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
