Position Overviewâ¯
PADF seeks a Senior Finance and Operations Manager to be based in the Dominican Republic for a 5-year USAID-funded program to reduce threats to coastal and marine biodiversity in priority areas in the Caribbean. The activity will enhance climate resilience and human well-being of local communities, women, youth, and other marginalized groups while supporting the sustainability goals of large-scale tourism actors.â¯The ideal candidate for this senior-level position has a proven track record of managing finance and operations on large-scale USAID, or donor-funded program, ideally regional in nature. The Senior Finance and Operations Manager will oversee financial and operational aspects of all program activities, ensuring effective management, development of operations staff, budget compliance, and adherence to program, PADF policies and donor requirements. This position reports to the Project Director with a dotted line to the HQ Finance Director and interacts on a daily basis with project staff in the Dominican Republic, Jamaica, Haiti, Barbados, and Trinidad and Tobago in addition to programmatic and operational staff based in Washington D.C.
Priority consideration will be given to applicants authorized to work in the Dominican Republic.

Essential duties and responsibilitiesâ¯
Financial management
- Ensure effective compliance with financial requirements and reporting. The Senior Finance and Operations Manager will be responsible for financial management in the Dominican Republic and oversee financial management for program activities in other countries of implementation.
- Monitor and inform Project Director on a regular basis of the status of the budget with a view to improving implementation, effectiveness, and compliance with contractual agreements.
- Manage donor resources in alignment with applicable donor regulations. Maintain appropriate internal controls, accounting data, and manage all audit requirements.
- Monitor budget execution, forecast budgets, and hold regular variance report meetings with necessary stakeholders.
- Prepare necessary financial reports and accruals for the program in an accurate and timely fashion as required by the donor. Prepare and submit monthly financial reports to PADF’s Finance/Accounting Department.
- Provide guidance to staff regarding policies and procedures.
- Ensure compliance with Local Finance and Accounting laws.
- Provided financial management training and ongoing support to local sub- grantees.
Operations
- Ensure that operational services are provided for successful and timely implementation of the program. The Senior Finance and Operations Manager will be responsible for operations management in the Dominican Republic and oversee operations for program activities in other countries of implementation.
- Manage procurement-related activities such as contracts/purchases, to ensure full compliance with PADF’s policies and procedures, Country’s Laws and donor requirements.
- Implement policies and procedures that will improve day-to-day operations; oversee facilities managed by the project/s as relevant, including rent, utilities, space, communications, security, information technology, domestic and international travel, and any other functions needed to support the regional program; provide operational information to PADF HQ staff as required. Primary responsibilities will be operations management in the Dominican Republic.
- Supervise finance and operations staff, which may include full-time, part-time, and/or contract staff.
- Ensure smooth and efficient personnel management, applying gender equality and non-discrimination practices in PADF Dominican Republic, aligned with PADF’s policies and core values, and fully compliant with local labor laws and practices.
- Ensure compliance with and continuously update security procedures as needed; analyze risks and take appropriate measures for safe and secure operations; inform PADF HQ of any issues, situations, or conditions affecting the safety or security of PADF’s personnel, assets, or program in the Dominican Republic, and of any mitigation measures proposed or taken in timely manner.
- Maintain effective communications with Project Director, HQ Finance Director, other program staff, and PADF management staff regarding finances and operations of the program and liaise with USAID as required to communicate questions, concerns, and/or progress related to finance and operations.

Qualificationsâ¯
Requiredâ¯
- Bachelor’s degree in finance, accounting, business administration, or related field; master’s degree preferred.
- Minimum of seven (7) years' experience in project-related financial and operational management, including a minimum of four (4) years in a managerial capacity, demonstrating expertise in leading financial reporting, procurement, and partner management within the context of project operations.
- Management experience supervising staff and managing budgets, financial reports, and office operations, including overseeing payroll duties as assigned.
- Experience and solid understanding of USAID rules and regulations.
- Proven ability to provide timely and accurate financial reports and accruals.
- Excellent written and verbal communication skills in English and Spanish.
