General Summary
The purpose of this job is to provide environmental compliance activities associated with the oversight, project management and compliance audits for the Department of Watershed Management with respect to the Department’s Water, Wastewater, Stormwater and Air Permits.
Supervision Received
Works under general supervision. May work independently or with other skilled or semi-skilled workers with responsibility for completion of assigned tasks.
Essential Duties & Responsibilities

- Management of environmental projects.
- Conducting internal environmental and operation compliance auditing.
- Preparing permit renewal applications for federal and state Clean Air Act, Safe Drinking Water Act, Clean Water Act and Safe Dames Act.
- Oversight and verification of routine compliance submittals.
- Senior level regulatory and technical support as needed.
- Scheduling, coordinating, and conducting annual environmental compliance reviews and/or audits of DWM facilities.
- Scoping, permitting, and oversight of ongoing, routine environmental compliance related to air quality (Title V and SIP), National Pollutant Discharge Elimination System (NPDES) programs; environmental site assessments (ESAs), stormwater management, and environmental water quality.
- Preparing and/or reviewing reports, schedules, and other documents.
- Reviewing and approving requests for payments to contractors.
- Interpreting and explaining departmental policy to program members; and
- Investigating and recommending improved project processes and inspection methods.
- Preparing and management of routine workflow processes
- Preparing scoping documents, cost estimates, specifications, and bid schedules for routine compliance projects requiring outside support.
- Preparing, tracking, and maintaining compliance-related documentation and files.
- Instructing subordinates, as necessary.
- Assists Program Manager with internal and external communications and presentations.
- Confers with Program Manager and staff, plant and engineering personnel, contractors, and others as necessary to provide direction, answer questions, and resolve problems on routine compliance issues.
- Prioritizes the workload to ensure tasks can be completed efficiently.
- Monitors and protects the water ways of the State, by inspection of creeks and storm water drainage systems within the City of Atlanta.
- Attends meetings with other departments, modeling staff, IJ partners, then gathers and disperses information from these meetings.
- Performs field investigations and site visits; assists in sanitary sewer system evaluation, recommendations, and corrective procedures for wastewater system assets; interacts with multiple divisions to provide data and information.
- Creates SOP ‘s and provides management support of division procedures.
- Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures.
- Completes, reviews, compiles, and submits reports to comply with EPA, GAEPD, and City requirements.
- Visits and inspects sites or facilities to address complaints.
