ORGANIZATION OVERVIEW
The mission of the Environmental Protection Division (EPD) is to develop and deliver environmental products and services for all Lab stakeholders, including federal, state and local regulators, the public, the U.S. Department of Energy, and internal customers. EPD carries out many functions that protect the environment and ensures Lab compliance with environmental laws and regulations. The Groundwater Protection Group (GPG) is an important element of EPD and is responsible for the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cleanup at BNL. The GPG Manager reports to the EPD Manager.
POSITION DESCRIPTION
EPD has an opening for a manager of the GPG. The overall responsibility for this position is management of the CERCLA cleanup program for DOE as the lead organization in a tri-party Federal Facilities Agreement (FFA) with USEPA and NYSDEC. The group consists of thirteen core employees with additional support matrixed from other BNL groups and contractors. The position requires skills in the areas of personnel management, budget management, stakeholder communications, and managing environmental cleanup and monitoring activities with a priority on safety. Upcoming challenges include a Remedial Investigation/Feasibility Study (RI/FS) for a new Operable Unit (OU) X (PFAS and 1,4-Dioxane) and construction of resulting remedies for soil and groundwater.
Essential Duties and Responsibilities:
Manages the GPG which consists of multi-disciplined professionals. Supports technical aspects of the work including review of numerous documents and reports generated by the group.
Managing and reporting on an annual base budget of approximately $5M for long-term operations and maintenance work scope. It is expected that additional funding for the upcoming OU X PFAS/1,4-Dioxane work will significantly increase budget values. Leads the group in support of contract procurements (e.g., RI/FS, analytical labs, drilling services, technical support including groundwater modeling, etc.)
Extensive written and verbal communications with stakeholders including Lab management, DOE, regulatory agencies, and the community on emerging issues, work status and progress. This includes presentations, reports, and other forms of communication.
Manages and assists in the development and timely submittal of high-quality reports including, but not limited to, the annual Groundwater Status Report (Volume II of the Annual Site Environmental Report), CERCLA Five-Year Review Report, Annual Schedules Document, annual Land Use and Institutional Controls (LUIC) Report, Quarterly Groundwater Treatment System Operations Report, Monthly Discharge Monitoring Report, regulatory petitions for shutdown/closure of groundwater treatment systems, and other routine progress and status reports.
Overall responsibility for an extensive groundwater monitoring program and environmental database. Includes working with support professionals to maintain and develop database access tools and processes to map and display environmental data for reports and stakeholders.
Overall responsibility for the safe and cost-effective operations and maintenance of CERCLA remediation systems including periodic system modifications and associated new system construction.
Overall responsibility for attaining CERCLA Record of Decision cleanup goals and meeting the schedule requirements of the FFA.
Overall responsibility for the long-term surveillance and maintenance of two former reactor facilities.
Managing the Land Use Institutional Controls (LUIC) program for formerly remediated areas across the site, including routine inspections, maintaining LUIC mapping website fact sheets, and annual regulatory status summary
Communicating work status and progress to stakeholders including BNL management, DOE, regulatory agencies and the public.
Budget and project planning, both short and long-term for BSA management and DOE. Includes the development of work scopes, schedules and cost estimates.
Responds to technical, budget and other informational requests from stakeholders.
Manages and supports technical reviews of various GPG work products.
Required Knowledge, Skills, and Abilities:
Minimum of BS degree in an environmental, engineering or similar discipline with a minimum of Fifteen (15) years related experience with at least five (5) years in a supervisory role.
Experience working on CERCLA/NYSDEC cleanup projects and strong working knowledge of CERCLA/NYSDEC requirements and processes.
Experience interfacing with regulatory agencies including USEPA, NYSDEC, and SCDHS
Skills in presenting technical information to various stakeholders and audiences.
Strong customer focus and emphasis on teamwork
Strong technical and business writing skills.
Experience and skill managing project budgets.
Detailed oriented and organized.
Positive outlook towards safety and promotes a strong safety work ethic.
Preferred Knowledge, Skills, and Abilities:
Experience managing team of environmental professionals for environmental/groundwater cleanup projects.
Licensed as Professional Geologist in NY State.
Experience interpreting and mapping groundwater quality data.
Knowledge of groundwater modeling concepts.
Familiarity with environmental databases, Graphic Information Systems (GIS) or other environmental mapping software
