The Health, Safety, and Environment (HSE) Officer shall be responsible in ensuring that the company’s safety and health programs are implemented and complied with. The HSE Officer will act in an advisory capacity on all matters pertaining to health and safety for the guidance of the employer and worker.
The HSE Officer is also responsible in ensuring the company’s compliance with government laws and internal operational policies, especially with regard to the Occupational Safety and Health (OSH) Standards as set by the Department of Labor and Employment (DOLE), other Philippine government agencies, and policies which may be implemented by the regional HSE team.
Main Duties
- OCCUPATIONAL SAFETY
- To oversee the implementation and management of the company’s OSH program and ensure compliance to the OSH standards as set by DOLE
- To conduct inspections to identify and remove the hazards from the workplace and to correct unsafe work practices.
- To conduct investigation of incidents and submit reports and analysis of the same.
- To conduct health and safety inspections and track compliance of all establishments owned/leased by the company.
- To maintain an efficient incident record system and coordinate actions taken to eliminate incident causes.
- To provide assistance to government agencies in the conduct of safety and health inspections, incident investigations, or any other related programs.
- To conduct necessary investigation and preparation of workplace accident and illness reports (WAIR) for workplace injuries and other accidents experienced by employees.
- To issue Work Stoppage Order (WSO), when necessary, based on the requirements and procedures provided by the OSH standards.
HEALTH AND WELLNESS
To provide assistance/instructions in giving first-aid treatment and contact accredited hospitals to arrange further medical treatment, if necessary.To monitor the inventory of appropriate medical supplies and coordinate replenishment to concerned persons. To provide basic health advice to inquiring employees/ visitors and to refer to the accredited hospital for other concerns beyond personal capacity.To maintain a record of employees and visitors treated and results of treatment for reference purposes. To issue fit-to-work (FTW) clearance for returning sick employees.To monitor and update health records of employees.
OTHER FUNCTIONS
To facilitate training aligned with the company’s OSH training program.To maintain awareness of the latest legal and other requirements for OSH and make recommendations for the implementation.To be part of the Emergency and Response Team (ERT).To establish linkages with providers of OSH training, PPE, medical services and others.To perform other tasks as may be assigned by the immediate superior.
