General Purpose:
Monitors environmental control systems and compost windrows, performs data collection and recordkeeping, and oversees work of regional staff and contractors. Works to ensure compliance with regional by-laws and provincial and federal waste management regulations to protect the environment and human health, and contribute to sustainable development.
Duties/Responsibilities:
- Monitors the Division's environmental control systems for groundwater extraction, landfill gas control and migration, and leachate collection for air monitoring and surface water runoff control and compost operation. Collects data and maintains records per applicable Ministry environmental compliance approval conditions.
- Assists management in overseeing preventive maintenance programs for control systems to ensure systems operate as designed. Assists with performance and maintenance of environmental control systems and provides input to designs for new and modified systems.
- Monitors landfill gas well systems to determine well field condition and maintains records. Ensures landfill gas control system performs in a continuous and balanced manner to control odour, gas migration, and maintains adequate gas quality to end users.
- Performs routine checks of gas control systems, groundwater extraction system, leachate collection system, and surface/storm water management systems.
- Inputs groundwater monitoring data, landfill gas monitoring data, leachate collections systems data, compost temperature monitoring data, and prepares reports.
- Performs landfill gas control system emergency troubleshooting and repairs to ensure compliance with regulations.
- Collects grab samples and composite samples of incoming feedstock and final compost for submission to accredited laboratory. Works to prevent negative impacts on the environment by ensuring compost produced at the regional facility meets high quality standards.
- Confirms work identified in work orders has been completed by Facilities Maintenance staff.
- Attends seminars and courses to upgrade technical skills.
- Calibrates equipment (e.g., multi-gas detection meters, landfill gas analyzer, temperature probes) per manufacturer requirements. Maintains equipment in safe and good working condition.
- Performs related duties as assigned.
Knowledge, Skills & Abilities:
- Knowledge and skill acquired through a 3-year degree or diploma in Environmental or Civil Engineering Technology or related field, plus 2 years of related experience.
- Theoretical and working knowledge of the operation and maintenance of environmental control systems for groundwater, landfill gas, and leachate collection systems, including engineering skills. Must have or be eligible for membership in the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) at the technologist level.
- Must have or be eligible to obtain Technical Standards and Safety Authority (TSSA) certification as an Industrial Maintenance Technician (IMT).
- Knowledge of and ability to comply with policies, procedures, legislation (e.g., health and safety), Ministry guidelines and regulations, and corporate and provincial standards.
- Analytical skills to interpret specifications, regulations, and technical plans.
- Organizational skills to meet monitoring, maintenance, and recordkeeping requirements.
- Communication skills to exchange information with management and other staff; communicate requirements with Facilities and divisional staff; communicate technical instructions, policies, procedures, and operational instructions to staff and contractors; and participate as an effective team member.
- Ability to read and interpret policy, procedures, manufacturer data, and monitoring/maintenance instructions. Ability to assist in writing procedures, technical design briefs, project correspondence, and reports.
- Computer skills with ability to use software such as Microsoft Office.
- Must have a valid G driver’s license (or G2 with 3 years of driving experience) and acceptable driving record to operate corporate vehicles.
