As a Supervisory Park Ranger you will lead daily operations and direct the completion of collateral duties related to training and leadership. You will supervise GL-9 permanent and seasonal law enforcement rangers as well as non-commissioned staff and park volunteers. You will conduct and supervise the detection of criminal activity, investigation of criminal violations, and custodial arrests. You may prepare and execute warrants, interview witnesses, and detain suspects. You will ensure the completion of comprehensive written reports. You will conduct and/or supervise gathering of law enforcement, security, and intelligence information relating to the park, its facilities, events, mission, or visitors.
You will set work goals and ensure all employees receive required training in a timely manner; identify operational requirements and make recommendations to your supervisor regarding programming, budgeting, training, administration, and evaluation of operations; and schedule patrols to maximize visitor contact with special consideration to problem areas. You will supervise and lead complex law enforcement, all hazard, emergency medical, and search and rescue operations as well as provide emergency medical services to park visitors and residents. In addition, you will participate in all aspects of employee supervision including performance planning and appraisals, employee recognition, and employee counseling.
AREA INFORMATION/HOUSING INFORMATION: Carlsbad Caverns National Park is located 27 miles from the city of Carlsbad in southeastern New Mexico. The Park, at an elevation of 4400 feet, has a semi-arid climate with hot summers, mild winters, abundant sunshine, low humidity, and approximately 10 inches of rainfall per year. Carlsbad (population 29,000) has all amenities and services including medical and dental facilities, motels, banks, restaurants, churches, grocery stores, department stores, and several recreation facilities. Information about Carlsbad and the Carlsbad area can be found at the Carlsbad Chamber of Commerce. Schools include K-12, and New Mexico State University - Carlsbad Campus. Other services can be found in Albuquerque (280 miles), El Paso, Texas (170 miles), Lubbock, Texas (180 miles), or Midland/Odessa, Texas (150 miles). Recreation opportunities are plentiful with Guadalupe Mountains National Park located 50 miles from the city of Carlsbad, two state parks (Brantley Lake and Living Desert Zoo), and the Lincoln National Forest within an hour's drive.

Physical Demands: The work requires, on a regular basis and recurring basis, considerable and strenuous physical exertion such as but not limited to climbing steep trails; hiking over rough, uneven terrain; lifting heavy objects over 50 pounds; rigorous exertion in emergency situations; extensive walking, climbing, kneeling, stooping, running, jumping, twisting, bending and standing in place; demonstrating proficiency with handguns, rifles, and shotguns (e.g. loading, clearing, firing); using batons, hand cuffs, pepper spray, tasers and other defensive equipment in self-defense and to apprehend and control suspects. Position is required to meet and continuously maintain the physical/medical standards set forth in the requirements by D.O. #57.
Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess by 03/26/2024 a valid Type I level National Park Service (NPS) Law Enforcement Commission (or equivalent).
To be eligible for a Type I commission, candidates must complete an approved basic training, Ranger Specific Basic Training Program (RSBTP), and an NPS Field Training and Evaluation Program (FTEP). Approved basic training programs for a Type I commission include:
- Land Management Police Training (LMPT) and predecessors.
- National Park Ranger Integrated (NPRI).
- U.S. Park Police Integrated (USPPI).
- BIA Basic Police Officer Training Program (BIA-BPOTP).
- Uniformed Police Training Program (UPTP) and predecessor Mixed Basic Training Program with DCOP approval.
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive.
A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
Working Conditions: Work is performed indoors and outdoors and inside caves and confined spaces. The park is located in the Chihuahuan Desert with a hot, dry, and arid environment. Temperatures in the summer can exceed 110 degrees Fahrenheit. Lows in the winter time can drop below freezing. The average annual high temperature is 79 degrees Fahrenheit. The average annual low is 47 degrees Fahrenheit. The park averages 14.9 inches of annual precipitation with monsoon season that lasts from July through September. The main cavern's largest room has an average temperature of 56 degrees Fahrenheit. Incumbent may have to work in conditions such as but not limited to varied light conditions, ranging from total darkness to extremely intense sun, high altitudes, heights/tall buildings, very steep terrain, uneven surfaces with holes and drop offs, rocky, loose, or muddy ground surfaces, very rough roads or trails, high voltage electrical hazards, isolated/remote areas, with no ready access to medical help, extensive interaction with the public, extensive crowds at large events including large scale protests.You will be evaluated for this job based on how well you meet the qualifications above.
