Job Description
Position Title: Environmental Programs Manager
Department: Residency
Reports to: NEPA Programs Manager

Basic Purpose
The primary responsibility of the Environmental Project Manager is to manage the implementation of the National Environmental Policy Act (NEPA) process for all projects with federal funds or federal action assigned to them by the scheduled completion date. The Environmental Project Manager is responsible for planning, managing, and documenting the environmental process for each of the projects in one or more Field Districts for State Highway System, as well as Local System, Transit, Railroad, Federal Earmarks and any other ODOT undertaking requiring formal or informal environmental review. The position requires coordination with other ODOT Districts and Divisions, federal and state agencies and requires attendance at critical meetings, such as recon determination, initiation, and design plan meetings. The Environmental Project Manager is responsible for tracking environmental commitments; coordinating public meetings, hearings, and stakeholder meetings; and providing guidelines, reviewing, completing, and managing environmental work for projects.
Typical Functions
Manages the environmental process during project development.
Assess the environmental effects of proposed actions prior to making decisions and record this process in NEPA documents.
Provides oversight for the NEPA process associated with plan development to ensure environmental compliance.
Serves as the primary contact for all environmental matters and works closely with the Environmental Programs Specialists, Designers, Environmental Consultants, and Field District personnel.
Responsible for projects in their assigned Field District from pre-construction planning until construction completion.
Performs planning and review functions for transportation systems such as highways, public transportation, waterways, and rail; considers social, economic, and environmental effects of proposed projects.
Reviews and manages public involvement activities required by NEPA, including preparation of the meeting, conducting the meeting and follow-up coordination.
Manages the various environmental functions required for the bid letting of construction projects, such as re-evaluation of the NEPA document and compliance of pre-construction commitments.
Reviews environmental laws, executive orders, policies, procedures, and programmatic agreements, and ensures projects are complaint, supports planning decisions by appropriate data, and ensures the accuracy of construction project documentation.
Level Descriptor
This is the basic management level of this job family where employees are typically responsible for planning, organizing and supervising the activities of a division of limited to moderate size or scope or a section of a large division involved in the enforcement of state laws and regulations pertaining to the protection of the environment, public health, water resources, or other environmental concerns. Some positions may have responsibility assigned for planning, organizing and supervising a statewide environmental program or project, or for directing environmental programs for a district or area of the state. This includes developing and enforcing compliance standards, initiating investigations, directing enforcement proceedings, and conducting public hearings and meetings related to the program assigned. At this level, employees will provide administrative supervision and technical guidance to a staff of professional and technical personnel.
Education and Experience
Education and Experience requirements at this level consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, biological, geological or hydrological science, engineering, environmental science, environmental health, geography, anthropology, archeology, sociology, or related field AND six years of qualifying professional experience OR a master’s degree in a physical, natural, biological, geological, or hydrological science, engineering, environmental science, environmental health, geography, anthropology, archeology, sociology, or related field AND five years of professional experience in one or more of the above areas OR an equivalent combination of education and experience, substituting one year of planning, supervising, or performing technical or professional level transportation work for each year of the required education.
Note: Experience should include transportation-related work in at least one of the following areas: research, planning and design, environmental studies, utilities or property appraisals, inspections, surveys, investigations, construction, maintenance, or project management or ensuring compliance with environmental laws.
Knowledge, Skills, Abilities, and Competencies
Knowledge, Skills and Abilities required at this level include knowledge of the principles and practices of applicable programs; of state and federal laws pertaining to applicable programs; of biological, radiological and chemical analysis and applicable laboratory methodologies; of monitoring and surveillance techniques; of environmental problems and the principles of environmental control; of the preparation and review of environmental grant applications; of the survey and inspection of environmental and sanitary conditions; of epidemiology; of budget preparation and control; and of the principles of ground and surface water geology, hydrology, and biology; and of the principles and practices of effective supervision. Ability is required to develop, implement and manage programs; to apply research methodologies; to develop and control budgets; to organize and conduct public hearings; to establish and maintain effective working relationships with others; to interpret applicable state and federal laws; to develop and implement training programs; to analyze complex situations and make sound judgments; and to collect and analyze data.

Applicants should be familiar with the Environmental Protection Agency (EPA)/Oklahoma Department of Environmental Quality (ODEQ) water quality regulations, Section 401 and Section 404 of the Clean Water Act, the Endangered Species Act, Migratory Bird Treaty Act, Bald Eagle and Golden Eagle Protection Act, Section 4(f) and other laws and regulations that are covered by the National Environmental Policy Act (NEPA). Responsibilities and duties will be primarily focused on project management.
