As a senior leader, the Director contributes to corporate planning, growth initiatives, and change management, ensuring that HSEC evolves from a compliance-driven function to a strategic enabler of operational excellence and risk-based decision-making, aligned with MEMS’ core values of Service, Quality, Trust, Innovation, and Teamwork. This position plays a critical advisory role to the Executive Leadership Team, Service Groups, and Regional Leaders—balancing regulatory rigor with operational practicality to enable safe, efficient, and sustainable growth.
Key Accountabilities
Enterprise HSEC Strategy & Leadership
- Establish and execute an enterprise HSEC strategy aligned with MEMS’ business plan, growth objectives, and risk profile.
- Translate legislative, regulatory, and contractual requirements into practical, scalable frameworks that support project delivery and operational efficiency.
- Provide strategic insight to Executive Leadership on HSEC performance, trends, emerging risks, and opportunities.
- Integrate HSEC considerations into corporate planning, acquisitions, business transformations, and change initiatives.
- Champion a valuesâbased safety culture emphasizing personal accountability, critical thinking, and continuous improvement.
Governance, Compliance & Risk Management
- Own and maintain MEMS’ enterprise HSEC governance framework, including policies, standards, and management systems.
- Ensure compliance with federal, provincial, and clientâspecific safety and environmental requirements across all jurisdictions.
- Provide executive oversight of incidents, investigations, root cause analysis, and corrective actions.
- Maintain corporate certifications (e.g., COR) and ensure audit readiness.
- Act as MEMS’ primary interface with regulators during audits, inspections, or investigations.
Contractor, Prime Contractor & ThirdâParty Oversight
- Establish and enforce a robust contractor and thirdâparty HSEC management framework.
- Ensure contractors and vendors meet MEMS’ safety and environmental standards.
- Oversee contractor prequalification, audits, site inspections, and performance monitoring.
- Maintain compliance on client safety platforms (e.g., ISNetworld, ComplyWorks, Avetta).
- Support project teams in fulfilling prime contractor obligations, where applicable.
Performance Management & Continuous Improvement
- Define and monitor enterprise HSEC performance metrics, dashboards, and leading indicators.
- Ensure governance and integrity of HSEC data, systems, and reporting.
- Lead continuous improvement initiatives that strengthen safety outcomes while improving operational efficiency.
- Align HSEC training programs with risk profiles, project requirements, and business priorities.
- Promote a shift from procedural compliance toward informed, riskâbased decisionâmaking.
Enterprise Collaboration & Advisory Role
- Partner with Service Group Directors, Regional Leaders, and Corporate Services to embed HSEC into operations.
- Collaborate closely with Legal on regulatory interpretation, contractor risk, and compliance matters.
- Serve as a trusted enterprise advisor on safety, environmental risk, and compliance issues.
- Support People & Culture initiatives, including training, disability management, and returnâtoâwork programs.
People Leadership & Capability Development
- Lead, coach, and develop the HSEC leadership and professional team.
- Establish succession planning and capability pathways within the HSEC function.
- Foster a culture of learning, accountability, and professional excellence.
- Model leadership behaviours aligned with MEMS’ values.

What You Bring
- Seniorâlevel HSEC leadership experience in consulting, construction, energy, environmental, or industrial services.
- Proven success designing and leading enterprise HSEC systems in multiâjurisdictional environments.
- Strong working knowledge of Canadian occupational health & safety and environmental legislation.
- Experience overseeing contractor and prime contractor safety programs.
