This is an opportunity to work on a large luxury-use development in KSA. Mace are providing project management consultancy services.
The Senior Environmental Manager will provide technical leadership, coordination and assurance for the Environmental Impact Assessment (EIA) process and subsequent environmental compliance across a major programme in Saudi Arabia.
The role will act as the client’s trusted environmental manager, ensuring that environmental risks, regulatory requirements and environmental commitments are effectively managed, embedded into design and delivery, and demonstrably complied with throughout the project lifecycle.
This is a strategic, client facing role, requiring strong knowledge of Saudi environmental regulations, regional and international best-practice, experience on large scale or complex programmes, and the ability to coordinate multidisciplinary teams and stakeholders.
You’ll be responsible for:
- Act as the programme’s senior environmental advisor, providing informed challenge, guidance and strategic input.
- Represent Mace and the client in technical meetings, governance boards and stakeholder forums.
- Contribute to the development of programme wide environmental standards, templates and best practice.
- Support clear, concise environmental reporting for senior leadership and external stakeholders.
Lead and coordinate the EIA process in accordance with Saudi National Centre for Environmental
Compliance (NCEC) requirements, ensuring alignment with programme scope, phasing and approvals strategy.
- Manage EIA consultants and specialist studies (e.g. air quality, noise, ecology, socio economic, climate, heritage), ensuring technical quality, consistency and programme alignment.
- Ensure EIA methodologies, significance criteria and mitigation measures are robust, proportionate and defensible.
- Embed EIA commitments and mitigation measures into design development, procurement and construction planning, avoiding late stage environmental risk.
- Translate EIA outcomes into Construction Environmental Management Plans (CEMP) and delivery stage controls.
- Work closely with designers, cost consultants, planners and contractors to ensure environmental requirements are practical, cost effective and programme aligned.
- Establish and manage the environmental risk register, tracking key programme level risks and mitigation actions.
- Provide environmental assurance through reviews, audits and performance monitoring, ensuring compliance with permits, approvals and commitments.
- Support audit readiness and reporting to the client, regulators and internal governance forums.
- Escalate significant environmental risks or non compliances with clear recommendations and corrective actions.
- Support knowledge sharing across Mace’s Sustainability and Responsible Business community.
You’ll need to have:
- Degree in Environmental Science, Environmental Engineering, Sustainability or a related discipline.
- 10+ years’ experience delivering or managing EIAs and environmental compliance on major infrastructure, real estate or giga programme projects.
- Demonstrable experience working in Saudi Arabia or the wider Middle East, with strong understanding of NCEC EIA processes and permitting.
- Experience translating EIA commitments into construction stage delivery and assurance frameworks.
- Proven ability to manage multidisciplinary consultants and complex stakeholder environments.
- Strong knowledge of environmental topics including air quality, noise, ecology, climate change, waste, water and land contamination.
- Excellent communication, reporting and client facing skills.
- Suitable professional membership/s (i.e. IEMA, CIEMA,).
- Experience supporting giga programmes or large masterplan developments.
- Experience translating EIA commitments into construction stage delivery and assurance frameworks.
- Familiarity with international standards and lender requirements (e.g. IFC Performance Standards, Equator Principles) in addition to Saudi regulations.
